About The Position

In accordance with RNP's Mission Statement, Philosophy of Client Care and Code of Ethics as stated in the Personnel Policies and under the supervision of the Department Head of Medication Assisted Treatment, the Program Director provides executive-level clinical and administrative leadership for the Medication-Assisted Treatment (MAT) program. The role is responsible for regulatory compliance, quality oversight, staff supervision, fiscal monitoring, systems improvement, and program outcomes to ensure delivery of safe, effective, and evidence-based substance use disorder treatment services.

Requirements

  • Knowledge of and ability to effectively apply management principles and techniques; plan, organize and direct large and comprehensive programs; evaluate data and quality of services; and prepare comprehensive reports.
  • Proven interpersonal skills and supervisory abilities.
  • Considerable knowledge of federal and state laws and regulations regarding client confidentiality.
  • Thorough knowledge of person-centered and family-centered services as provided by community-based, non-profit service organizations.
  • Ability to establish and maintain cooperative professional relationships.
  • Excellent oral and written communication skills.
  • Ability to project a professional image.
  • Valid Connecticut driver's license may be required
  • Licensed alcohol and Drug Counselor (LADC), Licensed Marriage and Family Therapist (LMFT), License Professional Counselor (LPC), Licensed Masters/Clinical Social Worker (LMSW/LCSW).
  • Master’s degree in the behavioral sciences and two (2) years experience in counseling preferred; or equivalent combination of education and experience.

Responsibilities

  • Directs and manages all day-to-day clinical and administrative operations of the MAT program.
  • Supervises clinical staff and mid-level managers; provides leadership, coaching, and accountability.
  • Assumes responsibility of the Department Head of MAT in their absence.
  • Oversees coordination of team meetings, case conferences, and program committees.
  • Provides on-call coverage as scheduled and responds to emergent operational or clinical issues.
  • Ensures compliance with all applicable federal, state, and local regulations governing SUD and MOUD services, including 42 CFR Part 2, HIPAA, DEA, DPH, CARF and state opioid treatment authority requirements.
  • Leads preparation for audits, site visits, licensing reviews, and accreditation surveys; develops and implements corrective action plans as needed.
  • Oversees diversion control, medication safety protocols, incident reporting, and critical event review processes.
  • Ensures emergency preparedness and crisis response procedures are established and followed.
  • Establishes and monitors adherence to evidence-based clinical practice standards and medical necessity criteria.
  • Oversees quality of clinical documentation, treatment planning, and utilization review processes.
  • Reviews and approves unsupervised dose requests in consultation with the medical team to ensure regulatory compliance and patient safety.
  • Promotes trauma-informed, recovery-oriented, and culturally responsive care practices.
  • Partners with the Quality Department to lead continuous quality improvement initiatives.
  • Monitors key performance indicators including retention, engagement, and treatment outcomes.
  • Utilizes program data to inform decision-making and improve service delivery.
  • Prepares and submits required internal and external reports in a timely manner.
  • In collaboration with the Director of Center for Human Services, trains and supervises personnel providing client services.
  • Participates in recruitment, hiring, onboarding, and performance evaluations.
  • Fosters a positive team culture that motivates staff and supports professional growth.
  • Reviews and approves staff timesheets and leave requests; ensures timely submission to Payroll.
  • Assists in budget preparation and monitors program revenues and expenditures.
  • Supports productivity monitoring and responsible resource allocation.
  • Leads systems analysis and implementation of improved policies, procedures, and workflows.
  • Acts as liaison to advocacy committees, community partners, and professional organizations.
  • Collaborates with external agencies to strengthen continuity of care and community response efforts.
  • Represents the MAT program in organizational and community settings as appropriate.
  • Performs other duties as assigned consistent with the scope and responsibility of the role.
