About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. We do this through investigations, services, and referrals. Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel may be required. Requirements

  • Knowledge and operational expertise related to the principles and practices of public administration and management.
  • Skill in project planning, monitoring, coordination, and results measurement.
  • Skill in problem root cause analysis and negotiating problem resolution.
  • Skill in developing and delivering effective training presentations in both formal and informal settings.
  • Skill in Microsoft Office productivity tools, including Word, Excel, PowerPoint. Skill with MS Project, SharePoint, and Visio are preferred.
  • Ability to analyze and interpret program and technical information including regulations, policies, and business rules to aid in DFPS IT program goal and priority setting.
  • Ability to identify, develop, implement, monitor, and report quality organizational metrics.
  • Ability to evaluate, document findings and improvement recommendations for organizational processes, project documentation, and deliverables.
  • Ability to define problems, collect data, and develop recommendations for improving business operations and processes.
  • Ability to manage program activities, to establish goals and objectives; to analyze complex information, and to report required action items to program leadership.
  • Ability to plan, organize, coordinate, execute, monitor, and evaluate goals, objectives, and priorities.
  • Ability to communicate effectively, both verbally and in writing, to any level of the organization in a clear and concise manner.
  • Ability to establish and maintain effective working relationships at all levels of the organization.
  • Ability to lead and manage teams, work independently and as part of a team.
  • Graduation from an accredited four-year college or university with major course work in human resources management, business, science, or public administration, organizational development or a related field preferred. Note: Experience in human resources management work may be substituted for the four-year degree on a year for year basis.
  • Experience interpreting and applying operational and human resources policies and procedures.
  • Experience advising and counseling management staff and employees on human resource related issues.
  • Experience entering, updating, retrieving and analyzing information from automated systems.

Responsibilities

  • Directs program activities and/or business functions within a department or division.
  • Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
  • Develops and establishes goals and objectives consistent with the agency's strategic plan.
  • Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
  • Develops policies, procedures, and guidelines, and monitors compliance.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Reviews and approves management, productivity, and financial reports and studies.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • May develop and oversee the implementation of long-range and short-term plans.
  • Supervises the work of others.
  • Performs related work as assigned.
