About The Position

The Director of HR & Recruiting will lead and scale the company’s global people strategy across the U.S., Taiwan, India and Vietnam, This role is responsible for building a high-performance culture, designing scalable HR infrastructure, and driving world-class recruiting capabilities to support rapid growth in a fabless semiconductor environment. This leader will operate as a strategic partner to executive leadership while also being hands-on in execution—balancing operational excellence with long-term organizational development.

Requirements

  • 10+ years of HR experience, including 5+ years in leadership roles.
  • Strong experience in high-growth technology companies (semiconductor, hardware, or deep tech preferred).
  • Proven track record of scaling recruiting functions in competitive talent markets.
  • Deep knowledge of global HR practices across the U.S., Asia, and EMEA
  • Experience building HR infrastructure in Series C through pre-IPO environments.
  • Strong understanding of compensation, equity programs, and global compliance.

Responsibilities

  • Talent Acquisition & Workforce Planning
  • Own and scale global recruiting strategy across engineering, operations, and G&A functions.
  • Partner with executive leadership to forecast headcount needs aligned with product roadmap and manufacturing scale.
  • Build and manage a high-performing recruiting team (internal + external agencies).
  • Optimize hiring processes, employer branding, and candidate experience.
  • Drive metrics-based recruiting (time-to-fill, quality of hire, offer acceptance, diversity pipelines).
  • Global HR Operations & Infrastructure
  • Design and implement scalable HR processes, policies, and systems across all regions.
  • Ensure compliance with local labor laws in the U.S., Taiwan, India, Vietnam, and Qatar.
  • Oversee payroll, benefits, HRIS, and employee lifecycle management.
  • Partner with Finance on headcount planning, budgeting, and cost management.
  • Performance Management & Organizational Development
  • Establish performance management frameworks aligned with company goals and OKRs.
  • Coach managers on performance, feedback, and team effectiveness.
  • Support scaling from startup to pre-IPO operational rigor.
  • Compensation, Benefits & Equity Programs
  • Design competitive and scalable compensation structures across global markets.
  • Oversee equity programs (stock options/RSUs), ensuring alignment with retention and performance.
  • Benchmark compensation against semiconductor and AI/Security/hardware peers.
  • Partner with legal and finance on compliance (e.g., 409A, global equity considerations).
  • Culture, Engagement & Retention
  • Build and sustain a high-performance, mission-driven culture.
  • Lead employee engagement initiatives and retention strategies.
  • Support cross-cultural integration across global teams.
  • Develop onboarding programs that accelerate productivity and alignment.
  • Leadership & Cross-Functional Partnership
  • Serve as a trusted advisor to executive leadership on organizational and people matters.
  • Partner closely with Engineering, Operations, and Supply Chain leaders to support scaling needs.
  • Work with Legal on employment matters, policies, and risk mitigation.
