About The Position

The Director of Housing Property Management & Compliance provides leadership and oversight for Cascadia’s Housing Property Management and Compliance teams. This role is responsible for establishing objectives, metrics, policies, procedures, internal controls, risk management, systems, and reporting for responsible areas. The position ensures operational excellence, financial sustainability, regulatory compliance, quality property management, and community impact through effective team development and stakeholder engagement. This position must understand, appreciate, and respect the differences within our Cascadia community. As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of acceptance.

Requirements

  • High school diploma or equivalent
  • Minimum of eight (8) years’ experience in the field of affordable housing, property management, regulatory compliance or closely related field, and five (5) years’ experience leading and developing diverse, high-performing teams.
  • Knowledge of federal and state housing and community development regulations.
  • Federal regulations, including associated procedures and guidelines as they relate to housing and community development programs, such as Community Development Block Grant, HUD, HOME, LIHTC program, Homeless Assistance, Special Needs Housing Programs and Federal Home Loan Bank programs.
  • Interpret and analyze the impacts of complex legislation, regulations, ordinances, contracts and financial documents.
  • Proficient in Microsoft Office Suite or related software; Yardi experience preferred.
  • Strong analytical and budgeting skills, financial and business acumen.
  • Ability to organize efficiently, prioritize tasks, and delegate work to others.
  • Project management skills with the ability to track projects through to completion in a timely and cost-effective manner.
  • Ability to coordinate efforts of various teams to present a coherent message.
  • Proven managerial skills, ability to mentor and develop staff and foster teamwork and collaborative problem solving.
  • Demonstrated leadership level presentation skills.
  • Possess a valid driver’s license, one-year driving history, clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
  • Ability to perform CPR, First Aid, and effectively use AED equipment.
  • CPR/ First Aid certifications are required and must remain current.

Nice To Haves

  • Bachelor’s degree from an accredited college or university in Business Administration, Finance, Real Estate, Accounting, Urban Planning, or related field.
  • Active Oregon property management license; or ability and commitment to obtain an Oregon property management license within nine (9) months of hire.
  • Experience with individuals who experience housing instability, food instability, and economic instability.
  • Experience within nonprofit organizations desirable

Responsibilities

  • Develop comprehensive processes and protocols as well as an ongoing process improvement that will ensure continued education and training for the Property Management and Compliance teams, as well as other areas that intersect with property management and compliance efforts.
  • Provide expertise in day-to-day property management operations and regulatory compliance with housing and commercial facilities.
  • Oversee financial performance, physical maintenance, and short-term goals for all properties.
  • Anticipate housing market changes and make appropriate operational adjustments across the portfolio as well as on a property-by-property basis.
  • Drive innovation, creativity, and thought leadership within the Housing and Commercial Facilities department.
  • Model and maintain a work culture that reflects Cascadia’s values.
  • Oversee development and monitoring of property-level budgets, including desired capital investments and reserve strategies.
  • Develop and report on goals and key performance indicators on a property-by-property basis.
  • Evaluate resident relations through various feedback mechanisms, and track and report resident satisfaction metrics to Cascadia Leadership.
  • Manage risk, including insurance adequacy, renewals, and claims coordination.
  • Oversees integrity and reporting within the integrated property management platform, and third-party compliance systems (e.g. Procorem).
  • Responsible for the compliance with all applicable federal, state, and local regulations, including LIHTC, HUD, OHCS, PHB, Fair Housing Act, ADA, and Landlord-Tenant Law.
  • Performs compliance oversight across the department.
  • Monitors regulatory changes and oversees implementation necessary updates.
  • Coordinates internal audits and external reviews, ensuring timely and accurate responses.
  • Identifies any needed development or updating of policies and procedures and supports staff in answering questions and offering training on compliance topics.
  • Adhere to mandatory reporting laws and HIPAA requirements.
  • Understand safety regulations and evacuation procedures; participate in regular safety drills in compliance with program policies and procedures.
  • Complete assigned employee training in compliance with program and company requirements.
  • Provide guidance, support, and training to staff in alignment with company mission and values.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and company meetings.
  • In collaboration with program leadership, determine staffing requirements, recruit, hire, and train staff in a manner that supports Cascadia’s mission and maintains strategic growth.
  • Facilitate multidisciplinary staff meetings and training with program to discuss safety concerns, crisis management, complex client needs and risks and critical incidents.
  • Ensure completion of personal and team documentation as required by assigned programs.
  • Establish work plans, priorities, and performance assessments for team members.
  • Ensure completion of administrative tasks per organizational policies and procedures.
  • Promote completion of annual training requirements.
  • Create and communicate a vision for the long-term health and stability of Cascadia’s Housing and Commercial Facilities portfolio.
  • Provide consistent supervision, support, and professional development opportunities.

  • Liaise with internal stakeholders at Cascadia Health to ensure appropriate coordination of shared individuals served.
  • Develop and implement short-term goals and plans for Cascadia’s affordable housing and commercial facilities portfolio in partnership with the Senior Director of Housing and Commercial Facilities.
  • Establish systems, processes, and standards to optimize operations, maximize revenue, manage risk, and enhance resident experience in the on-going day-to-day management of the housing and commercial facilities portfolio.
  • Take the initiative in thought leadership, innovation, and creativity.
  • Create, model, and maintain a work culture that supports Cascadia’s Values.
  • Attend and participate in all meetings, including but not limited to staff and team meetings, consultations with staff, individual and group supervision.
  • Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations.
