About The Position

This position will be posted until filled. Terms of Employment: 12-MONTH Exemption Status: EXEMPT AFSCME SALARY SCALE UB 25-26 https://www.ccboe.com/careers/salary-scales The Director of Fiscal Services is responsible for overseeing the Accounting, Budget, Grants, Benefits, and Audit functions within Fiscal Services, ensuring the implementation of financial policies, procedures, controls, and reporting systems. This role ensures compliance with federal, state, local, and Board mandates for all accounting and financial reporting functions. The Director collaborates with staff to support schools with accounting and fiduciary responsibilities and provides financial data and periodic reports to the Board of Education, the superintendent, and relevant agencies as required.

Requirements

  • Master's degree in finance, accounting, or a related field from an accredited college or university is required.
  • At least five years of experience in a responsible financial administrative role in a large public service organization or non-profit.
  • Experience supervising employees and demonstrated progressive leadership responsibilities.
  • Any combination of applicable education, training, and experience that provides the necessary knowledge and skills.
  • Thorough knowledge of federal, state, local, and Board of Education laws, policies, regulations, and procedures related to financial management and controls.
  • Considerable knowledge of budget and financial management principles and practices, including collective bargaining agreements.
  • Ability to manage financial operations with responsibility for controlling expenditures and related activities.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and updates from the Governmental Accounting Standards Board (GASB).
  • Strong leadership, team, and project management skills.
  • Ability to analyze, identify, and implement IT solutions in complex settings.
  • Knowledge of continuous improvement principles, customer service, and organizational skills.
  • Excellent oral and written communication skills.

  • Certified Public Accountant (CPA) preferred.

Responsibilities

  • Financial Management: Develops, organizes, implements, and evaluates the organization’s accounting functions.
  • Monitors the completeness, accuracy, and timeliness of fiscal data.
  • Leads the development and implementation of the Financial Management System.
  • Provides support to school financial agents and principals for managing Student Activity Funds and related systems.
  • Assures accounting operations comply with state, federal, and local laws, as well as GAAP.
  • Policy and Procedure Development: Develops and maintains financial accounting and reporting policies, procedures, and manuals.
  • Recommends fiscal policies and practices to the Chief Financial Officer, and school superintendent.
  • Compliance and Reporting: Coordinates with internal audit to identify areas for improvement in financial accountability and internal controls.
  • Ensures legal compliance by researching existing and new legislation, consulting with outside advisors, and filing financial reports.
  • Reviews federal, state, and local legislation for impact on financial operations and ensures compliance.
  • Ensures the external audit is completed on time with accuracy.
  • Staff Leadership and Evaluation: Evaluates staff based on CCBOE standards and competencies.
  • Oversees the performance of accounting staff and ensures alignment with the division’s goals.
  • Collaboration and Benchmarking: Maintains relationships with financial officials from County Government, the Maryland State Department of Education, other school districts, and other governmental agencies.
  • Benchmarks financial practices with other school systems and recommends improvements.
  • Customer Service: Develops and coordinates a customer service action plan to effectively serve employees and vendors.
  • Additional Duties: Performs related duties consistent with the scope and intent of the position.
