General Summary Are you a strategic, solutions-driven finance professional looking to make a meaningful impact in county government? In this role, you will lead and oversee all accounting, budgeting, and fiscal operations within one of four key sections: General Fiscal Services, Central Fiscal Services, Enterprise Fiscal Services, or Reimbursement. You will analyze fiscal systems, organizational structures, and work procedures, then guide improvements, including enhancements to financial and computer systems. You will prepare and supervise the development of financial reports, including the annual comprehensive financial report for the County Executive and Board of Commissioners. You will also recommend budget appropriations, provide written and oral fiscal guidance, and support County departments in developing and administering their budgets. In the Reimbursement section, you will develop policies and procedures to determine funds owed to the County for services provided to residents. Your work will help shape efficient and transparent fiscal operations across County departments. As a trusted advisor, you will implement and maintain fiscal controls, recommend system improvements, and offer financial expertise at key meetings. You will also utilize current countywide and department-specific software to complete assignments effectively.

Requirements

  • Possess a Bachelor's degree from an accredited college or university with a major in Public Administration, Business Administration, Accounting, Economics, Political Science, or a related field
  • Have five (5) years of full-time work experience in financial analysis, business administration, general accounting, cost accounting, economic analysis, systems analysis, personnel administration, or related area, including two (2) years in a supervisory position.
  • NOTE: A Master's degree in one of the fields listed above may be substituted for one (1) year of the work experience described above.
  • For the position in the Reimbursement section a Bachelor’s Degree in Sociology, Psychology, and Social Work is also accepted in addition to those degrees listed in “1.” above.

Responsibilities

  • Lead and supervise accounting, budgeting, and fiscal operations for a major County fiscal services section.
  • Analyze and improve fiscal systems, processes, and computer-based workflows.
  • Prepare and oversee financial reports, including the County’s annual comprehensive financial report.
  • Provide fiscal guidance and budget recommendations for County departments.
  • Develop reimbursement policies and procedures when assigned to the Reimbursement section.
