We are seeking a Director of Financial & Regulatory Reporting to lead the vision and execution of data products that power our organization’s most critical financial and regulatory reporting. In this role, you will shape the strategy, governance, and delivery of high-value data assets that support transparent, accurate, and timely reporting. Partnering closely with our Finance, Regulatory Reporting, and Small Business Capital teams, you will play a central role in modernizing financial data platforms, strengthening reporting systems, and ensuring our organization operates with confidence in its data. About the NC Rural Center: Since 1987, NC Rural Center has worked to improve the quality of life for the state’s rural people and places. NC Rural Center operates with the core belief that our rural communities have inherent cultural value and are vital to the overall economic health of our state. We recognize that the changing landscape of rural communities brings with it significant challenges, but we also believe in the resiliency of our state’s rural people and their dedicated stewardship of the communities they call home. As part of this stewardship, NC Rural Center manages several intermediary small business capital programs that promote economic growth. The first is a suite of federally funded State Small Business Credit Initiative (SSBCI) programs which catalyze investment across all 100 North Carolina counties in partnership with community banks and venture capital firms. The second is a small business loan participation program for CDFI’s, and MDIs across a regional footprint, managed through Corner Square Community Capital, a wholly owned subsidiary of the Rural Center. These small business capital programs total approximately $300 million in assets under management and are expected to exceed $500 million in the next five years. The Director of Financial & Regulatory Reporting is responsible for leading the strategy, governance, and delivery of data products that support mission-critical regulatory and financial reporting across the organization.

Requirements

  • Bachelor’s degree with a focus in data management, economics, statistics, business, management, or other related field
  • Eight plus years of financial analysis experience in a commercial lending environment
  • Five plus years of ALM and CECL management experience
  • Loan management and CRM software exposure
  • Expertise in financial computer applications and database management tools
  • Ability to coordinate multiple competing priorities
  • Strong interpersonal and decision-making skills; collegial and collaborative working style; analytical and attention to detail
  • Ability to coordinate multiple competing priorities
  • Excellent written and oral communication skills

Responsibilities

  • Financial Modeling and Tracking
  • Develop and manage complex, dynamic financial models, including income statement, cash flow and balance sheet activity by product; Develop cash flow projections that include loan receipts, investment exits, and administration expenses, with a focus on balancing optimal fund deployment and liquidity
  • Assist with liquidity management and management of committed and uncommitted funds
  • Ensure sufficient financial data is collected to produce financial statements by product, program, and brand
  • Work with the finance team to develop and manage monthly, quarterly, and annual financial reports; Provide analysis of reports to Small Business Capital management
  • Manage reporting for the investment portfolio, performing in-depth tracking and reporting and maintaining a thorough understanding of the concentration risk, content and aggregate risk, trends, and other key statistics
  • Manage process for quarterly and annual risk-rating assessments
  • Manage ALM and CECL functions
  • Mission Impact Modeling and Tracking
  • Work with other team members to determine mission impact objectives, output goals, and tools necessary to collect related data; Develops mission impact projections
  • Ensure that sufficient data is being collected from specific program areas and manage monthly, quarterly, and annual reporting of mission results
  • Analyze intersection of mission and financial objectives to ensure optimization of resource deployment and impact; Provide analysis to Small Business Capital management
  • Regulatory Reporting
  • Prepare and submit quarterly and annual SSBCI reports
  • Work with fund management vendors, monitoring regulatory compliance, transaction reporting/reconciliation, and financial statements
  • Work with partners and funders to prepare requested loan production and financial reports
  • Prepare and submit compliance reports to government entities and private funders
  • Research and Data Analysis
  • Identify trends and opportunities for gaining competitive advantage in the marketplace
  • Research, collect, manipulate, and analyze data to summarize and present key findings
  • Source, validate, and interpret internal and external data; Analyze data for discrepancies and risks, effectively communicate analysis output; May assist with larger data management efforts
  • Track performance across assigned systems, products, or business units, and identify issues limiting potential gains; Recommend workflow changes to achieve financial goals or minimize financial impact
  • Supplement analyses with research and evaluations from a wide variety of sources to develop an assessment of client and industry risks and trends
  • Internal Team Support
  • Help establish and manage a robust system of financial and portfolio management tools to ensure fiscal accountability and situational awareness
  • Work with finance, compliance, and internal audit staff to analyze data and make recommendations on ways to strengthen controls
  • Interface with the finance and administration team to ensure all financial data is properly reconciled
  • Interface with the finance and administration team to ensure auditors have access to all information they require to complete financial audits, internal control reviews, and government audits as required
  • Prepare quarterly financial and mission dashboard for management
  • Prepare donor financial and mission reports as required
  • Assist in the design and implementation of effective team audit functions
  • Support the operations team in reporting to internal and external stakeholders
  • Perform other related duties necessary to support SSBCI, CornerSquare, Thread Capital, and the Rural Center’s mission and vision
