About The Position

The Director of Financial Analysis and Planning is a high-level strategic advisor responsible for high level financial analysis, analyzing fiscal policy, its implications for the organization's financial strategy, and ensuring compliance with relevant regulations. This role supports the Chief Operating Officer (COO) by preparing detailed policy analyses, budget recommendations, and reports for senior leadership and external stakeholders, and helps to guide the organization's financial future within its legal and regulatory constraints. This role requires the ability to anticipate the COO's needs, streamline operations, and serve as a primary liaison for internal and external stakeholders

Requirements

  • Bachelor’s Degree in Finance, Economics Public Policy, or a related field. (TRANSCRIPT REQUIRED)
  • Six (6) years of progressively responsible experience with a strong background in fiscal or public policy analysis, financial modeling, and reporting.
  • Expertise in advanced financial modeling and scenario analysis using Microsoft Excel.
  • Familiarity with financial software, enterprise resource planning (ERP) systems, and business intelligence tools.
  • Ability to perform high-level analysis and understand the strategic implications of fiscal policy.
  • Ability to handle highly sensitive and confidential financial and policy information.
  • Excellent written and verbal communication skills, including the ability to communicate complex fiscal information clearly.
  • Ability to collect and evaluate research data using a variety of tools.
  • Ability to foster a cooperative work environment and work effectively within the community.

Responsibilities

  • Prepares and presents clear, effective financial reports and policy briefs for the COO and executive leadership.
  • Acts as a liaison with regulatory bodies and external agencies on fiscal policy matters.
  • Provides input for UT System and UT Health Science Center executive leadership regarding fiscal policy formation.
  • Translates complex financial concepts and data into clear, concise, and persuasive reports for non-financial audiences.
  • Organizes and facilitates a broad range of activities to support UT Health Science Center senior leadership’s executive decision making on behalf of the COO.
  • Analyzes proposed or current strategic initiatives to determine short term and long term financial and organizational implications; recommends strategic direction.
  • Research alternatives, collects and compiles data, presents to senior leadership and others.
  • Prepares special studies and reports to aid in planning.
  • Conducts in-depth research and analysis of proposed and existing fiscal policies.
  • Assists the COO with special projects, including due diligence for new ventures, funding allocation, and risk mitigation strategies.
  • Collaborates cross-functionally with the colleges and Academic, Faculty, and Student Affairs to analyze trends and drive initiatives that improve financial performance.
  • Evaluate operational efficiencies and make recommendations based on policy considerations.
  • Performs other duties as assigned.
