About The Position

Protect Maine investors from fraud and unethical practices and provide guidance to licensed investment firms and professionals with the Maine Office of Securities, an agency within the Department of Professional and Financial Regulation. The Director of Examinations and Compliance leads our team of examiners in conducting examinations of Maine-licensed investment advisers, broker-dealers and their representatives and agents to ensure that these securities firms and professionals serve clients in compliance with applicable laws and regulations. The Director of Examinations and Compliance serves as a member of the Office's management team and helps develop Office policy on licensing, exams and enforcement. Requirements

  • Knowledge of securities laws and regulations governing investment advisers and broker-dealers.
  • Attention to detail and strong organizational and leadership skills.
  • Maintaining clear communication and effective working relationships with Office staff, licensed firms and professionals, external agencies, and the general public.
  • Being able to manage and prioritize multiple major projects.
  • A combination of substantial professional experience, training and/or education in the securities industry, securities regulation, financial services, or law.

Nice To Haves

  • Experience in financial compliance examinations, securities examinations or enforcement.
  • Experience working with national or self-regulatory organizations on regulatory, registration or licensing issues.
  • Experience in management or supervision.
  • Strong working knowledge of Excel.
  • Comfort with Microsoft collaboration tools including Teams, SharePoint, OneNote and OneDrive.

Responsibilities

  • Directing and conducting field and desk examinations of investment advisers and broker-dealers - including review of books and records, internal controls, client files, and correspondence - to ensure compliance with state laws and rules.
  • Supervising and training examination staff, including editing and revising reports presenting exam findings, recommendations, supporting data, and financial analysis.
  • Developing and revising exam policies, procedures and guidelines in response to changes in technology and industry practices.
  • Conducting and overseeing the review of investment adviser licensing applications.
  • Providing compliance guidance to securities firms and industry professionals, including through written advisories, webinars or in-person events, and in response to inquiries.
  • Recommending changes to laws and rules that protect investors and respond to industry trends.
  • Assisting investigative staff to review and analyze financial and transactional information as needed to address consumer complaints.
