About The Position

Please note : This position is open until filled , however it may be closed at any time after an initial 5-day recruitment period if a suitable candidate pool is identified. The position provides strategic leadership and oversight for DEQ’s Enforcement, Environmental Review, Renewable Energy, and Communications programs. This role serves as the agency’s policy lead for complex and often controversial permitting, compliance, and enforcement matters. The position ensures programs are implemented effectively, in compliance with applicable laws and regulations, while advancing DEQ’s mission through sound policy development and stakeholder engagement. This position requires that the selected candidate complete a Statement of Personal Economic Interests as a condition of employment, per the Code of Virginia § 2.2-3118.2. This position may require you to operate a state owned or leased vehicle. Therefore, a valid driver's license is required. Please note this position follows a hybrid work schedule to include both in-office and telework. Candidates must be able to work from the assigned work location in Virginia.

Requirements

  • Extensive experience interpreting and applying state and federal environmental statutes, regulations, and policies, including the Administrative Process Act.
  • Proven ability to negotiate complex regulatory issues and resolve controversial environmental matters, including settlements.
  • Demonstrated experience coordinating with legal counsel, senior government officials, corporate executives, and environmental organizations.
  • Demonstrated knowledge of DEQ Leadership Competencies: achieve results; thinking strategically & encouraging others to think strategically; cultivating productive work relationships; and communicating with confidence.
  • Demonstrated knowledge of DEQ Leadership and Management Competencies: demonstrates self-awareness, develops others, thinks strategically, and cultivates work relationships; and understands the business, achieves results, communicates proficiently, and applies technical skills.
  • Must complete an annual Statement of Economic Interest and Virginia State and Local Conflict of Interest Act Training (bi-annually).

Nice To Haves

  • Extensive professional experience in environmental law, with an active license to practice in the Commonwealth of Virginia, is highly desired.

Responsibilities

  • Provide strategic oversight for Enforcement, Environmental Review, Renewable Energy, and Communications programs, ensuring alignment with DEQ’s goals and statutory requirements.
  • Serve as the agency’s lead on regulatory implementation for complex or controversial permitting, compliance, and enforcement matters.
  • Ensure programs are consistently and effectively administered in accordance with state and federal laws, regulations, and policies.
  • Oversee timely, accurate, and transparent communication strategies for internal and external stakeholders.
  • Direct a fair, efficient, and effective enforcement program for laws, regulations, and permits administered by DEQ and in accordance with laws, regulations, permits and policies.
  • Act as the primary liaison with DEQ program staff and the Office of the Attorney General on legal challenges, ensuring coordinated and informed responses.
  • Maintain strong, collaborative relationships with internal teams, high-level public officials, senior corporate representatives, and environmental organizations.
