About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. We do this through investigations, services, and referrals. The Director of CPI Quality Assurance reports directly to the Director of Quality Assurance and performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning of the Child Protective Investigations Quality Assurance Team. Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment Under the direction of the Director of Quality Assurance, this position directs comprehensive quality assurance program activities for the CPI QA team. The position oversees staff that (1) conduct quality assurance reviews in realted to CPI functions and processes (2) gather, organize, and analyze data that demonstrates the progress of quality assurance assessments, reviews, and initiatives.

Requirements

  • Ablity to maintain the security and integrity of the infrastructure per Governor Abbot Executive Order GA-48.
  • Knowledge of local, state, and federal laws and regulations relevant to program activities and/or business functions; and the principles and practices of public administration and management.
  • Knowledge of Child Protective Investigations
  • Knowledge of the child welfare system and child welfare practices.

Responsibilities

  • Administer and direct programs in a specific area.
  • Manages day-to-day activities of staff in the CPI Quality Assurance department.
  • Hires, manages, and provides professional development for CPI Quality Assurance staff.

  • Oversees the development and implementation of the CPI Quality Assurance (QA) Program.
  • Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
  • Uses a performance management strategy to provide feedback, guidance, and development planning for staff.Develops process improvement techniques to identify and implement new quality assurance case read strategies, activities, and process improvements.
  • Develops QA evaluation techniques (e.g., qualitative or quantitative data analysis of case reviews) to identify and implement new CPI policy and practice management strategies.
  • Develops and establishes goals and objectives consistent with the agency’s strategic plan.
  • Ensures CPI QA division goals and objectives align with program and agency leadership’s goals, objectives, and strategic plan.
  • Confers with executive management to develop strategic plans and long- and short-term goals for the department.
  • Identifies areas of needed change and makes recommendations to improve operations, efficiency, and equity across regional areas.
  • Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
  • Assists with the development of CPI QA  division budget requests, monitors expenditures, and makes budget recommendations.
  • Reviews and approves expenditures for affordability, fiscal responsibility, and correct funding sources.
  • Ensures the division remains within the constraints provided by the DFPS Finance Division.
  • Oversees the Quality Assurance budget to ensure alignment with operating needs and allowances.
  • Develops policies, procedures, and guidelines; and monitors compliance.
  • Develops and provides technical expertise and guidance regarding business functions, policies, and strategic operations.
  • Provides guidance, technical assistance, and policy interpretations regarding CPI policies and quality assurance reads.
  • Provides information and technical assistance about state and federal laws, regulations, policies, and trends affecting the program.
  • Identifies and evaluates CPI Quality Assurance trends and operational issues and manages the implementation of corrective measures.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Plans, develops, implements, and evaluates policies, procedures, and compliance measures by systematically aligning each with established schedules, priorities, and standards to ensure organizational goals are achieved effectively and consistently.
  • Oversees the design and implementation of workflow and productivity measures to meet organizational needs and program requirements.
  • Identifies areas for improvement in policies and performance based on quality assurance assessments and makes recommendations that support the refinement of priorities, enhance scheduling effectiveness, and ensure standards are upheld to improve goal achievement across all programs.
  • Reviews documents and reports developed by staff to ensure professional quality, consistency, and responsiveness while ensuring alignment with approved schedules, organizational priorities, and established standards to promote clarity and timely decision-making that advances agency goals.
  • Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Makes presentations and provides information to regional, program, and agency leadership; community partners; stakeholders; and other organizations regarding CPI quality assurance program improvement by delivering clear, detailed, and impactful program updates that align with agency goals, foster transparency, and support informed decision-making in formal settings.
  • Reviews and approves management, productivity, and financial reports and studies.
  • Establishes reporting requirements for oversight of regional activities to ensure quality assurance measures are met.
  • Directs the development and deployment of analyses, audits, and program studies to evaluate the effectiveness of program policies, processes, and client service activities.
  • Facilitates completion of studies, analyses, and evaluations regarding investigations program strategies, policies, and initiatives, and develops written findings.
  • Prepares and directs the preparation of management and productivity reports and communicates program analysis results and recommendations for changes or improvements.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
