APPLICANTS MUST BE PERMANENT IN THE ADMINISTATIVE STAFF ANALYST TITLE The HIV/AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country, helping New Yorkers living with HIV or AIDS live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a client’s medical situation that will enhance their well-being. HASA provides intensive case management, rental assistance, emergency and non-emergency housing, and assistance with applying for public benefits and services including Medicaid, food stamps and cash assistance. HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment, clients can select vocational goals and receive support. Other HASA’s services include home care and homemaking services, mental health and substance abuse screening and treatment referrals, transportation assistance, referrals to community-based organizations, and SSI or SSD application and appeal. The HIV/AIDS Services Administration (HASA) is recruiting for one (1) Administrative Staff Analyst NM-I to function as Director of Contract Management, who will be: - Responsible for supervising the daily activities of staff engaged in managing active contracts of vendors, service providers, and transitional housing facilities that provide services to HASA clients. - Coordinate with various units at HASA and DSS/HRA, including Fiscal, Quality Assurance and Accountability to implement amendments in contractor assignments as required by the results of Requests for Proposals, ensuring the smooth start-up of new contractors and the orderly phase-out of prior contractors. Implements reassignment of cases to ensure continuity of services to clients. - Liaise with the Quality Assurance unit that oversees regularly scheduled field visits to vendors, service providers, and transitional housing facilities to determine programmatic contract compliance using specific contract indicators to determine the Local Law #94 rating. - Assist in the development of training techniques to strategically focus on staff and contractor weaknesses so that staff from either component can attain and develop the required knowledge and skills for processing contractual amendments. - Provide technical assistance to vendor agencies and service providers regarding HASA policies and procedures, complaint resolution, and the development of corrective action plans to eradicate deficiencies. - Compose and prepares contract agencies performance evaluation and site audit results to be presented to the Contract Services Director for submission to the Mayor's Office of Contracts. - Sign off on service delivery analysis reports that encompass the service providers' efficiency of services, the timeliness of service delivery to consumers, and field visit reports on locations who have received deficiency complaints - Intercedes on contractual conflicts where unresolved issues inhibit the processing of Exit Conference Reports, and/or on discrepancies in corrective action follow-up reports under the appeal of contractor/vendor. - Review vendor appeals to determine if the submitted evidence substantiates the proposed determination. Makes decisions on proposed determinations by making recommendations and/or instituting revisions.
