About The Position

The Director of Compliance (DOC) provides oversight and contributes to the development, enhancement and further implementation of El Centro de Corazón's Corporate Compliance Program. This position will be primarily responsible for executing all elements of an effective compliance program within the framework of the organization. The Director of Compliance ensures compliance with applicable State and Federal program requirements for participating community health centers, accreditation standards, and Medicare/Medicaid and any other health plan guidelines identified. The Director of Compliance reports directly to the CEO, unless a matter directly involves the CEO, in which case the Director of Compliance reports independently to the Board of Directors.

Requirements

  • Bachelor's degree in healthcare, business or organizational related field, at minimum, required.
  • 5+ years of legal, regulatory, and/or compliance experience with a healthcare provider organization or regulatory agency.
  • Ability to establish and maintain effective working relationships with employees, managers, healthcare professionals, physicians and members of Executive Leadership and the general public.
  • Excellent verbal, written communication, presentation, and facilitation skills.
  • Exhibit excellent leadership and self-direction, good judgment in handling difficult situations, good organizational, time management, interpersonal, and conflict resolution skills.
  • Must be able to travel, via automobile and/or airplane, for continuing education, training, and conference opportunities as appropriate for, and as enhancement to, position responsibilities.
  • Ability to be a change leader.
  • Ability to manage projects in culturally diverse settings - knowledge of different cultural sensitivities within regions and/or communities that could impact the progress of a program or contract, and an ability to use that knowledge to manage relationships and to share that knowledge with the larger project team.

Nice To Haves

  • Master's degree in healthcare or business administration required, J.D. preferred.
  • Certified in Healthcare Compliance (CHC), Certified Compliance and Ethics Professional (CCEP) or equivalent certification strongly preferred.

Responsibilities

  • Leads El Centro de Corazón's Corporate Compliance Program, including serving as Chair of the internal Compliance Committee and reports to the Board of Directors' Executive Committee.
  • Works closely with department leaders, key program managers, and Executive Leadership Team to enhance the compliance program, with successful alignment to the organization's strategic initiatives.
  • Creates compliance related policies for the organization and secondarily maintains all departmental policies and procedures housed internally and on through a third- party platform as systems administrator.
  • Assists in the creation of department-wide policies by reviewing policies to ensure no duplications or contradictions.
  • Assists department leaders and key programs managers with education and training assignments for all staffing levels necessary to ensure annual training requirements are met and ensure successful implementation of organizational policies and procedures.
  • Works with all staffing levels to develop successful and effective education and training on compliance topics, both organization-wide and department specific.
  • Ensures consistent exclusion screening is performed to ensure that Federal databases have been checked with respect to all individuals affiliated with El Centro de Corazón.
  • Conduct and assist with risk assessments to identify areas of compliance and ethical risks and develop action plans to mitigate identified areas.
  • Conduct and/or coordinate all internal and external compliance audits.
  • Remains up to date on relevant federal, state, and all other stakeholders' regulations, laws and best practices that impact El Centro de Corazón's operations.
  • Serves as point of contact, consults and collaborates with outside counsel for claims made against the organization.
  • Attend all scheduled regulatory and monitoring visits to ensure follow-through on all corrective action plans and/or recommendations.
  • Independently investigates, designs and responds to any noncompliant conduct or reported alleged violations against El Centro's Code of Conduct, regulatory rules and guidelines and other regulatory stakeholders.
  • Provides reports, according to the Compliance work plan, on a regular basis, and as needed or requested, to keep the Compliance Committee and Board Executive Committee informed of the operation and progress of all compliance efforts.
  • Ensures all evaluations and audits are performed according to the organization's calendar
  • Monitors activities of the Compliance Plan as they relate to compliance initiatives
  • Performs other tasks as required by key management.
