About The Position

Oversee the following units within the Department of Revenue: Tax Clearance Unit-Tax clearances are required for entities doing business or seeking benefits from the City, such as zoning variances, tax abatements, licenses/permits, properties acquired at Sheriff Sale, and city employment. The Tax Clearance Unit operates out of the Concourse level of the Municipal Services Building. The Unit consists of two supervisors, nine representatives and one clerical staff member. The Unit reports directly to a Revenue Collection Officer. Commercial Activity License Revocation Unit - Tax compliance is required as a condition to the issuance and retention of a commercial activity license. The Commercial Activity License Revocation Unit operates out of the 2nd Floor of the Municipal Services Building. The Unit consists of one supervisor, seven tax collectors, and one clerical staff member. The Unit reports directly to a Revenue Collection Officer. Collection Agency Support Unit - The Collections Division is responsible for the oversight of the Department's collection agencies and co-counsels, and for review/approval of vendor invoices. The Collection Agency Support Unit operates out of the 2nd Floor of the Municipal Services Building. The Unit consists of one supervisor, and four support staff. The Unit reports directly to the Director of Delinquent Collections. The Director of Delinquent Collection's primary responsibility is to assist the Deputy Revenue Commissioner for Collections through oversight and monitoring of critical collection processes within the Department of Revenue. The Director has a diverse list of events and recurring tasks that require his/her attention throughout the year, including (but not limited to) the following areas: Development and implementation of collection strategies and projects, Coordination of referrals among several outside collection agencies, co-counsels, and Law to maximize collections, Oversight of compliance functions related to outside collection agencies and co-counsels, and Oversight of timely and proper processing of all vendor invoices.

  • Bachelor's degree in business administration, Public Administration
  • Experience in delinquent revenue collections which must include proficiency using collections software
  • Experience successfully supervising, managing, and developing delinquent revenue collections staff and operations, including the entire debt collection life cycle
  • Experience implementing approaches to debt collections that increase productivity and yield; expertise in debt collections including local, state and federal laws and regulations that govern collections (FDCPA, TCPA), modern practices, strategies and techniques specific to types of debts
  • Experience navigating and improving computer software and databases related to billing and collections of delinquent accounts
  • Experience collaborating with colleagues within the department to provide overall organizational effectiveness and high value customer service
  • Experience with complex reporting and analysis on account receivable, collection rate, outreach efficacy, and agency and vendor collections and productivity, utilizing proper research and data methods and techniques
  • Excellent written and oral communication skills
