About The Position

The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth’s Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure. The Executive Office of Technology Services and Security (EOTSS) is seeking a Director of Cloud Hosting and Automation Services to support the Deputy Chief Operating Officer (DCOO) of Hosting in overseeing and managing the organization’s cloud hosting infrastructure and operations. This role is responsible for ensuring the reliability, security, and efficiency of cloud-based IT services within a hybrid environment. The Director will combine technical expertise with strategic leadership to align cloud infrastructure operations with organizational goals. The Director of Cloud Hosting and Automation Services will lead the strategy, planning, design, standardization, management, and deployment of cloud infrastructure solutions that enable secure, scalable, and automated cloud hosting services across the Commonwealth’s Executive Branch. The primary work location for this role will be 200 Arlington Street, Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 9:00AM – 5:00PM EST . This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.

Requirements

  • Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.

  • Strategic thinker with strong leadership presence and the ability to adapt to evolving priorities and organizational needs.
  • Solid understanding of information security principles, including networking, systems analysis, intrusion detection, and vulnerability management.
  • High degree of professionalism, sound judgment, and ability to handle confidential information appropriately.
  • Bachelor’s degree in computer science, software engineering, or related IT field; or equivalent combination of education and experience required for a director role.

Responsibilities

  • Provide strategic leadership and technical oversight for enterprise cloud hosting infrastructure within a hybrid environment.
  • Lead, supervise, hire, coach, and evaluate a team of IT professionals responsible for hosting services.
  • Direct the strategic and tactical planning, development, and coordination of cloud hosting systems and services.
  • Oversee the operation and maintenance of data centers and hosting environments, ensuring reliability, scalability, and performance of servers, storage, and related infrastructure.
  • Develop and implement cloud operational strategies leveraging platforms such as AWS and Azure to host applications and data.
  • Optimize cloud infrastructure for cost efficiency, performance, scalability, and security.
  • Establish, implement, and maintain enterprise policies and standards for cloud hosting, ensuring compliance with data security and privacy requirements.
  • Implement and manage monitoring tools to ensure high availability and performance of hosted services.
  • Conduct capacity and resource planning to support current operations and future growth.
  • Partner with network operations, security operations, end-user support, and resiliency teams to ensure seamless integration and continuity of services.
  • Develop, implement, and regularly test disaster recovery and resiliency plans to minimize disruption in the event of system failures or disasters.
  • Develop and manage the cloud hosting budget, including licensing, subscriptions, and vendor-related expenses; identify opportunities for cost savings and optimization.
  • Manage relationships with cloud providers and third-party vendors, participate in contract negotiations, and ensure service level agreements (SLAs) are met.
  • Assist in developing the future hybrid hosting strategy utilizing AWS, Azure along with the Markley Boston, Markley Lowell, and Springfield data centers.
  • Build robust cloud operations capabilities within the team and fully transition ownership of existing infrastructure operations to the dedicated operations function.
  • Converting the IT community culture from siloed specialized groups following a waterfall project management approach to Cloud Operations/DevOps leveraging contemporary project management methodologies
  • Implement processes to achieve faster response times to customer requests, infrastructure deployment, incident response, and root cause analysis (RCA).
  • Assist in assessing and implementing a training plan that will expand the workforce’s skill in cloud and/or related technologies.
