About The Position

The Director of Clinical and Community-Based Services provides strategic leadership and administrative oversight of the Jewish Family Services (JFS) Outpatient Mental Health Clinic and Comprehensive Community Services (CCS) Program for Adults and Youth. This includes oversight of service delivery, regulatory and funder compliance, related policy and procedure, provider relations and contract/agreement performance, data gathering, consumer satisfaction, Quality Improvement, and Quality Assurance. This position oversees support staff, provides administrative support and supervision, and supports clinical billing and revenue cycle management activities. This position is responsible for operational effectiveness that assures JFS continues to provide exceptional services, is positioned to pursue opportunities for growth, expansion and/or diversification, meets community need, and fulfills its mission. The Director plays a key role in fostering a trauma-informed, person-centered culture that promotes recovery and wellness. The credentials held by the person in this position go towards accreditation and legal coverage in both the Clinic and CCS. This position reports to the President/CEO of JFS.

Requirements

  • Master’s degree in Social Work, Psychology, Counseling, Marriage & Family Therapy, Nursing, or a related behavioral health field required.
  • Clinical licensure required (e.g., LCSW, LPC, LMFT, Psychologist, or RN with psychiatric specialization).
  • Minimum of 5 years of progressively responsible experience in behavioral health services, including outpatient and/ or community-based programming.
  • At least 4 years of supervisory or leadership experience required.
  • Strong knowledge of DHS 35 and DHS 36 regulatory frameworks (or state equivalents).
  • Familiarity with trauma-informed care, recovery principles, and person-centered service delivery.
  • Demonstrated experience in program management, budgeting, and quality improvement.
  • Excellent leadership, communication, and organizational skills.
  • Working knowledge of various Case Management systems.
  • Demonstrated leadership ability and display and maintain high standards of professional conduct for self and staff.
  • Have excellent organizational, critical thinking, problem solving, creative and independent thinking skills.
  • Have demonstrated cultural competency/humility and a commitment to diversity management.
  • Capacity to work effectively with members, agency staff, and other community professionals within a team concept.
  • Proficiency with electronic health records (EHR), billing systems, and Microsoft Office.

Nice To Haves

  • Bilingual or multilingual abilities preferred.
  • Experience working in both child/youth and adult behavioral health systems preferred.
  • Familiarity with Medicaid billing and managed care organizations preferred.
  • Familiarity with Comprehensive Community Services and/or other community-based case management programs preferred.

Responsibilities

  • Oversee daily operations and strategic planning for the outpatient mental health clinic and CCS programs (Adult and Youth).
  • Supervise program managers, team leads, and key clinical staff across service areas.
  • Develop and monitor budgets, staffing plans, and performance targets for each service line.
  • Serve as a member of the agency’s leadership team and contribute to organizational strategy, quality improvement, and compliance initiatives.
  • Monitor and improve activities such as productivity, billing, documentation, licensure and credential maintenance, quality assurance, client satisfaction, etc.
  • Monitor client intake/therapist assignments and ensure appropriate caseload/practice balance.
  • Provide clinical oversight or designate appropriate clinical supervisors for both clinic and CCS programs.
  • Responsible for overseeing, maintaining and developing co-located clinic services, locations and relationships
  • Oversee administration of clinical programs, including Victims of Crime Act (VOCA) Program and School-Based Mental Health Program
  • Ensure program and service fiscal objectives are achieved; understand and support Revenue Cycle Management priorities.
  • Participate in the development of grants and philanthropic proposals and data collection that support the agency’s program and service fundraising objectives, and related reporting requirements.
  • Work collaboratively with clinical supervisors to ensure delivery of high-quality, evidence-based, culturally responsive care.
  • Identify service gaps and lead the development of new programs or initiatives to meet community needs.
  • Ensure integration of care across programs and with external providers (e.g., schools, primary care, crisis services).
  • Foster a culture of accountability, collaboration, and staff well-being.
  • Support hiring, onboarding, training, and performance evaluation for Clinic and CCS staff.
  • Promote continuing education, licensure compliance, and professional development.
  • Ensure services meet local, state, and federal requirements, including DHS 35 (Outpatient Clinic) and DHS 36 (CCS) regulations.
  • Maintain full compliance with all documentation, reporting, and service delivery with all contracts, agreements, and grant requirements.
  • Lead audits, licensing reviews, and other regulatory processes.
  • Implement systems for documentation review, risk management, and incident response.
  • Coordinate the establishment, collection and reporting of program and service performance indicators that measure program, service and client outcomes to improve the client experience, and identify and address areas for improvement.
  • Coordinate and support consumer satisfaction measures and reporting processes in collaboration with program/service department and interdepartmental leadership.
  • Monitor the credential status of all staff to ensure continued compliance with underlying service contracts and state regulations.
  • Serve as a liaison with County partners, school systems, funders, and community stakeholders.
  • Represent the organization in relevant community groups, consortia, or policy forums.
  • Participate in contract/MOU negotiation and renewal processes with funding entities, insurance companies, and community partners.
