Lynker Corporation is seeking a strategic and results-driven Director of Capture to lead and execute enterprise-level capture strategy across Federal and Civilian government markets. This leader will be responsible for driving portfolio enrichment, expanding agency diversification, and increasing win probability across GWACs, BPAs, IDIQs, and full-and-open competitive procurements. The Director of Capture will play a critical role in positioning Lynker for sustained growth by identifying, qualifying, and securing high-value opportunities aligned with our technical capabilities and strategic objectives. This role requires a disciplined capture executive with a demonstrated history of winning complex contracts within organizations of similar revenue scale.

Requirements

  • 10–12+ years of progressive capture management experience within Federal and Civilian government markets.
  • Demonstrated success winning GWACs, BPAs, IDIQs, and competitive task orders.
  • Proven experience capturing and winning contracts within companies in the $75M–$200M annual revenue range.
  • Track record of securing multi-million-dollar contract awards.
  • Strong understanding of FAR/DFAR regulations and Federal procurement processes.
  • Established network within Federal and Civilian agencies.
  • Experience leading cross-functional capture teams through structured capture lifecycle methodologies.
  • Bachelor’s degree required; Master’s degree preferred.

Nice To Haves

  • Experience supporting NOAA, NASA, DoD, or other science and technical agencies (if aligned with Lynker’s portfolio).
  • Certified Capture Professional (CCP) or Shipley training strongly preferred.
  • Demonstrated ability to shape opportunities pre-solicitation.
  • Experience scaling capture processes in growing mid-tier government contractors.

Responsibilities

  • Develop and implement a comprehensive capture strategy aligned with Lynker’s growth objectives and portfolio expansion goals.
  • Identify and prioritize opportunities across Federal and Civilian agencies to ensure diversified revenue streams.
  • Lead opportunity qualification, gate reviews, and bid/no-bid decisions in collaboration with executive leadership.
  • Own capture efforts from early identification through proposal submission and award.
  • Develop capture plans, win strategies, and value propositions tailored to agency-specific priorities.
  • Conduct competitive intelligence analysis and shape opportunities pre-RFP release.
  • Establish and manage teaming strategies, including partnerships, joint ventures, and subcontractor alignment.
  • Drive successful positioning and acquisition of GWACs, BPAs, IDIQs, and other contract vehicles critical to Lynker’s long-term growth.
  • Ensure strategic placement on high-value vehicles to support recurring and scalable revenue streams.
  • Maintain forward-looking pipeline visibility with defined revenue targets and probability assessments.
  • Partner with the CEO, the CGO, Business Unit Leaders, Proposal Team, and Technical SMEs to ensure alignment between capture strategy and operational capabilities.
  • Provide executive-level reporting on pipeline health, win rates, and portfolio diversification metrics.
  • Mentor and develop internal staff to strengthen capture discipline across the organization.
