About The Position

The Director of Capital Project Management (DCPM) leads the planning and execution of capital repair efforts across Foundation Communities’ affordable housing portfolio of 4,500 units in Austin and North Texas. This is critical leadership position that collaborates with Asset Management developing and implementing the annual capital repairs budget for the portfolio, crafting long-term capital strategies for each property, and queuing up larger-scale rehabilitations for real estate development. The Director is responsible for managing the pipeline of projects and assignments as needed to keep staff work balanced and personally executing on some capital projects. The Director will manage procurement strategies together with accounting, facilitate contract negotiations, and work with internal stakeholders to align project goals with available resources. This role balances urgent/emergency repairs with strategic, longer-term and more complex capital improvements, and ensures repairs are executed cost-effectively and to a high standard of quality.

Requirements

  • Strong leadership and organizational skills are essential, with proven ability to supervise and mentor direct reports.
  • Five+ years applicable experience in capital projects, rehabilitation project management, facilities management, or related.
  • Demonstrated project management skills such as managing consultants, meeting project deadlines and budgets, and managing contractors.
  • Strong written and oral communication skills.
  • Collaborative, team-oriented approach to problem-solving; willingness to listen to alternative perspectives and ideas.
  • Ability to manage multiple projects simultaneously.
  • Ability to read and understand contracts and other legal agreements.
  • Adept at navigating Microsoft Office (especially Outlook, Teams, and Excel).
  • Occasional evening or weekend hours may be necessary during critical repair or emergencies.
  • Reliable transportation and ability to visit active construction sites
  • Complete all other duties as assigned.

Nice To Haves

  • Experience in strategic capital planning, including developing property-level and portfolio-wide capital plans.
  • Deep understanding of building systems, construction methods, and relevant codes and regulations (e.g., fair housing, accessibility).
  • Experience procuring local contractors and material suppliers for project bidding and execution.
  • Working knowledge of accessibility and safety standards relevant to multifamily housing (e.g., ADA, OSHA), fair housing laws, other local housing regulations.

Responsibilities

  • Direct and mentor capital project managers in planning and executing repairs, including contract negotiation, quality control, scheduling, cost management, on-site coordination, and contractor oversight.
  • Balance the team’s focus between unplanned emergency repairs (i.e. insurance claims) and strategic capital improvements requiring significant planning and coordination; help ensure a balanced workload
  • Review and advise on long-term capital planning projections and strategies for each property, coordinating with Asset Managers, Property Management, and leadership to ensure long-term asset preservation and resident quality of life.
  • Collaborate with Asset Management and Accounting team to build and maintain a roster of reliable engineers, consultants, and contractors, ensuring cost-effective and high-quality work.
  • Partner with Asset Management on standards for 3rd party capital needs assessments; review capital needs reports and advise on/coordinate additional specialty assessments.
  • With Asset Management, complete annual property walks and develop property-specific annual capital budgets, managing to an overall maximum annual spend across the portfolio.
  • Work with the Development team to position high-need properties for larger Development-led rehabilitation projects.
  • Collaborate with the Sustainability Team as needed on execution of energy efficiency and/or solar projects, “green” specifications for capital repairs, and trouble-shooting of high-energy or water using properties.
  • Oversee adherence to applicable codes, accessibility requirements, safety standards, and any applicable funder requirements.
  • Monitor capital repair project performance, budgets, and timelines, providing regular updates to leadership.
