About The Position

This 12-month administrative position is responsible for the overall management, operations, and programs of Buildings and Grounds to ensure efficient operation, fiscal responsibility, and the safety, health, and comfort of students, staff, and the community within all District 83 facilities and grounds.

Requirements

  • Must currently have or obtain within 12 months:
  • Facilities Operation Program Certification
  • Association for Facilities Engineering (AFE) or equivalent
  • Certified Professional Supervisor designation
  • AHERA Certification (Asbestos License)
  • Demonstrated knowledge of building systems, including HVAC, electrical, plumbing, and low-voltage systems.

Nice To Haves

  • Minimum of five years of supervisory experience in facility operations or maintenance.
  • Trade school or technical training in facility management, construction management, HVAC, electrical, or plumbing systems.
  • Knowledge of federal, state, & local building codes, Life Safety regulations, and environmental standards.
  • Strong leadership and communication skills with the ability to build cohesive teams and positive relationships.
  • Experience reading blueprints and developing specifications for bids and projects.
  • Strong organizational and time management skills; ability to prioritize multiple projects.
  • Ability to work effectively under pressure and maintain professionalism in complex situations.
  • As a multi-language district, we always prefer staff who are bilingual but it is not required for this position.

Responsibilities

  • Demonstrate support for the Mission, Vision, Core Values, and Goals of Mannheim D83.
  • Provide leadership in all matters related to Buildings and Grounds.
  • Collaborate closely with the Director of Transportation and Safety to ensure all district safety, emergency, and security plans are aligned, implemented, and regularly reviewed.
  • Partner with the CSBO on capital planning, budgeting, purchasing, and long-term facility improvement projects.
  • Maintain effective communication with district administrators to assess needs, plan projects, and prioritize maintenance and improvement initiatives.
  • Determine work priorities and organizational structure within Buildings and Grounds.
  • Recruit, interview, and select departmental personnel, including seasonal staff.
  • Supervise and evaluate department personnel, recommending transfers, promotions, disciplinary actions.
  • Provide or coordinate ongoing staff development and safety training.
  • Oversee maintenance, custodial, and grounds operations across all district facilities.
  • Develop and implement preventive maintenance plans and urgent repair procedures.
  • Inspect all buildings and grounds regularly to determine needs, concerns, and priorities.
  • Ensure compliance with all federal, state, and local regulations for building codes, safety, and health standards.
  • Oversee snow/ice removal, landscaping, and playground maintenance.
  • Monitor energy usage and implement cost-saving measures in collaboration with CSBO.
  • Work jointly with the Director of Transportation and Safety to coordinate emergency drills, security system enhancements, and annual safety audits.
  • Collaborate on the District's emergency operations plan.
  • Collaborate with the Director of Transportation and Safety during inclement weather or emergencies to assess road conditions and determine school closures.
  • Serve as liaison with police, fire, and emergency response agencies.
  • Ensure proper recordkeeping and compliance with all Life Safety, ROE, IDPH, and EPA requirements.
  • Collaborate with the CSBO on financial planning, procurement, and management of budgets and capital improvement projects.
  • Prepare cost estimates and recommendations for repairs, replacements, and capital improvements.
  • Ensure effective procurement practices, including bid preparation, cooperative purchasing, and contract management.
  • Oversee all construction, remodeling, and renovation projects in coordination with architects, contractors, and consultants.
  • Seek and manage grant opportunities related to facilities and infrastructure improvement.
  • Complete and submit all required state and federal reports (ISBE, West 40, IDPH, ROE, etc.).
  • Maintain detailed records of maintenance, service, inspections, and safety incidents.
  • Ensure all asbestos abatement and air quality procedures are AHERA and IDPH compliant.
  • Advise the Superintendent regarding weather conditions or emergencies that may affect school operations.
  • Support the coordination of office coverage and facilities needs with the Director of Transportation and Safety.
  • Perform other duties as assigned by the Superintendent.
