About The Position

Bill Wilson Center provides services to children, youth, young adults, and families in Santa Clara County. Additionally, we reach clients through our street outreach and crisis line programs. Bill Wilson Center programs focus on housing, mental health care, supportive services, and advocacy. Under the direction of the Division Director of Stability Services, Analysis and Impact, the Director of Homelessness Services, will oversee the full operation of a 7 day/week, 10 hour/day hotline for individuals and families experiencing homelessness in Santa Clara County. The Director manages a team comprised of Program Managers and line staff. This position ensures the implementation of a Housing Problem-Solving methodology to determine and deliver supports and referrals to individuals seeking services. In addition to overseeing the programs, the Director coordinates closely with partners at the Office of Supportive Housing, and conducts community outreach to ensure broader awareness of agency services and resources.

Requirements

  • 5 years of prior management and leadership experience required.
  • Excellent organizational and prioritization skills.
  • Experience with comparable program budget management required.
  • Ability to work with basic mathematical concepts as required for reporting.
  • To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software.
  • Internet research skills are a plus.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Excellent communication skills and the ability to speak effectively before groups of clients or employees are required.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write reports and correspondence.
  • Driving is a requirement of the job (valid California driver’s license with access to a personal vehicle that can be used for company business and current personal automobile insurance).
  • Current CPR and First Aid Certification required (or complete within 30 days of hire).
  • Fingerprinting/background check as required by the Department of Justice and/or Title XXII regulations.
  • TB test required.

Nice To Haves

  • Experience working in homelessness services and knowledge of homelessness resources in Santa Clara County preferred.

Responsibilities

  • Oversee successful implementation of the Here4You Call Center and the Housing Problem Solving centralized fund.
  • Manage $5M program budget, ensuring appropriate use of funds aligned with contract goals.
  • Ensure correct and timely data entry into Santa Clara County’s coordinated entry system.
  • Manage all program requirements, including meeting contract goals and outcomes, monthly and quarterly reports, and data analysis, ensuring timely completion of all deliverables.
  • Collaborate with Office Supportive Housing and other stakeholders on program implementation, outreach efforts, and emergency response.
  • Train and supervise a team of Program Managers and full-time line staff to respond to hotline calls, averaging 250 calls/day (over 100,000 annually).
  • Supervise and train call center staff in the use of motivational interviewing and implementation of trauma informed care.
  • Provide day-to-day coaching, feedback and support for team.
  • Work with Outreach Program Manager to schedule full-time drivers to transport individuals and/or families to housing programs/emergency shelters.
  • Maintain designated vehicle used for transport of clients and their belongings.
  • Participate in agency program quality improvement activities and initiatives.
  • Participate in agency safety initiatives and proactively report safety issues to management immediately.
