About The Position

The Director of Home Care is responsible for the overall success, integrity, and financial viability of the WCAH Home Care operations. While the Operations Manager handles daily scheduling and staff oversight, the Director focuses on business development, regulatory strategy, and long-term sustainability. The Director is the ultimate face of the agency to the community and state regulators. The Director is responsible for meeting or exceeding the home care budget and growth goals. Works to ensure patient and family satisfaction with Home Care services. Accepts calls from clients and team members regarding scheduling or care related needs in the absence of the Team Lead or Home Care Coordinator. Produces reports, including unverified services, payroll hours worked, and monthly visits. Requirements

  • Associate degree in healthcare, business, or related field required
  • Minimum 3–5 years of leadership experience in private duty home care, home health, hospice, or related healthcare services
  • Demonstrated experience managing staff, operations, and program performance
  • Strong knowledge of home care regulations and industry standards
  • Ability to manage multiple priorities in a fast-paced environment
  • Two years of experience in providing customer service to internal or external customers
  • Knowledge of state licensing regulations, caregiver supervision standards, and quality assurance practices for private duty home care
  • Familiarity with community outreach, referral development, and relationship building with healthcare partners
  • Proficiency with scheduling systems, electronic health records, Google Suite, and Microsoft Office applications
  • Valid state driver's license; Motor Vehicle Driving Record and Insurance; satisfactory to WCAH/Insurance Provider
  • May work evenings to accommodate on-call assignment

Nice To Haves

  • Bachelor’s degree in healthcare administration, nursing, business administration, or a related field preferred
  • Licensed Registered Nurse (RN) or Licensed Practical Nurse (LPN) preferred
  • Experience working in a non-profit healthcare organization or CCRC environment
  • Experience with budget management, financial reporting, and program performance metrics
  • Demonstrated success in growing a private duty home care program including increasing hours, client census, and referral relationships
  • Certification in Home Care Management or Healthcare Leadership (such as Certified Home Care & Hospice Executive – CHCE or similar).
  • Supervisory experience
  • COVID-19 Vaccinated. As of now, the 2025–2026 COVID-19 vaccine formulation is being distributed to providers and pharmacies; however, it has not yet received official approval from the CDC. In Virginia, pharmacists may administer COVID-19 vaccines under the Virginia Board of Pharmacy’s statewide protocols or with a direct order from a licensed medical provider. We encourage all new hires to consult with their healthcare provider regarding the most current vaccination recommendations. Please be aware that, depending on future CDC guidance or regulatory updates, we may require proof of the most recent COVID-19 vaccination as part of our ongoing commitment to health and safety.

Responsibilities

  • Provide overall leadership and oversight of the private duty home care program including staffing, scheduling, service delivery, and client satisfaction.
  • Develop and implement operational processes to ensure efficient and effective delivery of home care services.
  • Monitor service capacity, staffing levels, and scheduling efficiency to ensure adequate coverage for all clients.
  • Ensure compliance with all federal, state, and local regulations governing private duty home care services.
  • Maintain readiness for regulatory inspections, audits, and licensing requirements.
  • Provide coaching, mentorship, and performance management to ensure high standards of care and professionalism.
  • Promote staff engagement, retention, and professional development.
  • Ensure caregivers receive appropriate orientation, ongoing education, and competency validation.
  • Promote a culture of positive employee engagement.
  • Work closely with the HR department to ensure that all WCAH team members meet compliance requirements and deadlines for in-services, TB testing, and other compliance requirements.
  • Use the Relias LMS online Training system to manage aide in-service schedule and tracking of hours.
  • Use the ATS system to assist in screening, interviewing and checking references for new aide applicants.
  • Make optimal use of the Netsmart program. Remains current with new scheduling and report features. Maintains accurate records of team member names, credentials, and contact information.
  • Take 24-hour on call rotation responsibilities. Accepts calls from staff and clients and families and follows up on requests for schedule changes and new services.
  • Notifies Home Health RN or Hospice RN on call for any care related issues or questions, and maintains accurate records documented in the on-call log.
  • Implement and monitor quality improvement initiatives to enhance service delivery and client outcomes.
  • Provide excellent customer service. Resolves problems promptly and professionally. Meets with clients and families to explain private duty services. Keeps client’s families informed of care related issues, and schedule changes.
  • Open new Private Duty Homemaking only cases; schedules, tracks and performs supervisory visits every 6 months.
  • Coordinate with Nursing to schedule and track RN supervisory visits every 60 days.
  • Make random phone calls to clients to audit team and service timeliness and accuracy of visit record dates and times.
  • Periodically administers client satisfaction surveys.
  • Maintain an incident log to track missed or late visits, cases not accepted and other quality indicators.
  • Monitor key performance indicators including hours of service, client census, staffing productivity, and financial performance.
  • Implement strategies to improve operational efficiency and program profitability while maintaining quality standards.
  • Meet or exceeds annual budget and growth goals for home care.
  • Review admission and visit notes and paperwork from nurses and aides. Requests and ensure corrections are made as needed to ensure that times, dates, credentials, and basic information is documented correctly. Verifies visits in Net smart to produce accurate billing and payroll.
  • Complete and reviews the Patient Services Report at month end. Completes and reviews the unverified services report and assists in follow up to verify visits timely to meet payroll and month end deadlines.
  • Build and maintain relationships with hospitals, senior living communities, physicians, and community organizations.
  • Identify opportunities to expand services and increase client referrals.
  • Collaborate with leadership across the organization including clinical operations, finance, compliance, and marketing teams.
  • Support coordination of care for clients who may transition between home care, home health, hospice, or other services.
  • All other duties as assigned.
