Purpose and Scope: The Director, Health Policy and Data Science is responsible for serving in the Deputy Program Manager role on a Center for Medicare and Medicaid Services (CMS) Program, as well as responsibilities for developing corporate capabilities and participating in growth-related business activities to help build the policy and data science portfolio for eSimplicity. As Deputy Program Manager, Research, Policy, and Analytics candidate will serve as the senior leader responsible for the scientific, analytical, and policy integration of the project. This position combines deputy project management authority with primary responsibility for research design, data analytics, and policy interpretation, while providing senior-level oversight to ensure high-quality, timely, and policy-relevant deliverables. As eSimplicity Director, Health Policy and Data Science, the candidate will participate in defining the growth strategy, identifying opportunities, executing call plans, and participating in capture activities related to policy, data science and research government programs.

Requirements

  • This position requires the ability to obtain a Public Trust clearance, which is governed by U.S. Government requirements. Eligibility may include U.S. citizenship or, where permitted by the government, authorization through the Foreign National Government System
  • At least five (5) years of experience performing work similar to that described in the Statement of Work (SOW), including leading or overseeing research, policy analysis, and complex data analytics projects in a health care or public sector environment.
  • At least five (5) years of experience in the design, oversight, and execution of complex data analysis projects, including responsibility for methodological rigor, quality assurance, and timely delivery of analytic products.
  • At least five (5) years of progressively responsible experience, including senior-level leadership of complex health policy research, analytics, or evaluation efforts.
  • Demonstrated senior management and supervisory experience, including responsibility for staff oversight, administrative management, and fiscal management, ensuring appropriate control of funds and efficient utilization of project resources.
  • Proven experience managing multiple tasks concurrently under contracts with government stakeholders, including coordinating priorities, managing risk, and ensuring compliance with contract requirements.
  • At least five (5) years of experience interpreting Medicare Parts A/B/C/D and Medicaid program and payment policy to inform research, analytic, and policy-focused work.
  • At least five (5) years of experience overseeing analyses that use CMS administrative data, including: Medicare claims data from FISS, MCS, VMS, and the Common Working File (CWF), Provider enrollment and ownership data from the Provider Enrollment Chain and Ownership System (PECOS), Medicare and other health care provider identifiers, Other CMS administrative data sources
  • Demonstrated experience directing and overseeing major research projects, including responsibility for overall research performance, analytic integrity, and completion of all assigned research tasks.
  • Demonstrated ability to anticipate and mitigate risks related to cost, schedule, quality, and timeliness of research and analytic deliverables.
  • Experience coordinating and documenting research needs for CMS and other government partners, including designing and implementing study plans and analytic solutions.

Responsibilities

  • Serve as Deputy Program Manager for Research, Policy, and Analytics, providing senior leadership for all research, analytic, and policy-related activities while supporting overall project governance and success.
  • Direct and oversee the design, execution, and quality assurance of complex data analyses, ensuring methodological rigor, policy relevance, and timely delivery of all research products.
  • Provide strategic leadership for empirical, analytical, and conceptual work, including health policy research, evaluation studies, and data-driven analyses supporting CMS and other federal stakeholders.
  • Supervise and mentor research and analytic staff, including senior researchers, analysts, statisticians, and subcontractor teams, ensuring consistent technical standards and high-quality performance.
  • Oversee administrative and fiscal aspects of research and analytic activities, including monitoring labor, budgets, and resource utilization to ensure appropriate control of funds and efficient use of project resources.
  • Manage and coordinate multiple research tasks and workstreams of varying scope and complexity, identifying dependencies, risks, and mitigation strategies related to cost, schedule, quality, and timeliness.
  • Anticipate potential project challenges and proactively identify and implement mitigation strategies to minimize impacts to research deliverables and overall project performance.
  • Coordinate and document research needs and priorities for CMS and other government partners, translating policy questions into executable study designs and analytic plans.
  • Design, implement, and oversee study plans and analytic solutions, which may include: Empirical analyses using CMS administrative data, Development and oversight of survey instruments and research protocols, Literature reviews and environmental scans, Evaluation of policy implications and program impacts
  • Ensure appropriate and effective use of CMS administrative data, including Medicare claims data (FISS, MCS, VMS, CWF), provider enrollment data (PECOS), and Medicare and health care provider identifiers, in accordance with the SOW and federal data use requirements.
  • Maintain regular communication with the Project Director, providing updates on research progress, analytic findings, risks, and accomplishments.
  • Ensure all research and analytic deliverables meet contractual requirements, quality assurance standards, and CMS expectations for clarity, accuracy, and policy relevance.
  • Support interactions with federal stakeholders, including participation in meetings, briefings, and reviews, and contribute to written and oral presentations of analytic findings.
  • Contribute to the development and advancement of the company’s data science, analytics, and research practice by providing technical leadership, mentoring, and subject matter expertise across projects and internal initiatives.
  • Support business development, capture, and growth activities by contributing to proposal writing, technical volumes, analytic approaches, and staffing strategies for new and recompete opportunities.
  • Partner with corporate leadership to shape innovative research, policy, and analytics solutions aligned with federal health priorities and market opportunities.
  • Participate in internal reviews, solution development, and strategic planning efforts to strengthen the organization’s competitive positioning in research, policy, and analytics domains.
