About The Position

Director, Head U.S. Federal Government Affairs - Head Federal Lobbyist Position Overview: Reporting directly to Head of Government Affairs and Policy, the Director, Head U.S. Federal Government Affairs will serve as Genmab’s senior representative in Washington, DC. This is a newly created, high-visibility leadership role responsible for building and executing Genmab’s first comprehensive federal lobbying and government affairs strategy as the company transitions to a fully integrated U.S. commercial organization. Location: Washington, D.C.

Requirements

  • Bachelor’s degree from an accredited institution is required; JD, MPP, or relevant advanced degree highly desirable.
  • 12+ years of progressive federal government affairs experience in biotechnology/pharmaceuticals.
  • 5+ years in a senior leadership role.
  • Proven success directly lobbying on oncology, Medicare reimbursement, drug pricing, and/or intellectual property issues.
  • Existing bipartisan relationships with key members and staff on Energy & Commerce, HELP, Finance, Ways & Means, and Appropriations committees.
  • Deep policy expertise in MFN, Medicare Part B buy-and-bill, IRA price-setting provisions, 340B, patent/evergreening debates, and Bayh-Dole/march-in rights.
  • Experience representing international or emerging biotech companies strongly preferred.
  • Prior Hill (committee or personal office) or senior Administration experience (HHS, CMS, FDA) is strongly preferred.

Responsibilities

  • Develop and lead Genmab’s U.S. federal government affairs strategy, with initial focus for Congressional engagement on oncology reimbursement, Medicare Part B & Part D policy, IRA implementation and potential reforms, 340B and PBM reform, intellectual property protection (Bayh-Dole, march-in rights), pandemic preparedness/biodefense funding, BIOSECURE/BIOCOMPETE, etc.
  • Directly lobby Congress (key committees: House Energy & Commerce, Senate HELP, Senate Finance, House Ways & Means, Appropriations) and relevant Administration agencies (CMS, FDA, HHS-OASH, CDER).
  • Represent Genmab on relevant working groups and committees within PhRMA, BIO, Cancer coalitions, and other relevant trade associations and advocacy partnerships.
  • Build and maintain strong bipartisan relationships on Capitol Hill and within the Administration, with particular emphasis on members and staff focused on oncology, intellectual property, and drug pricing policy.
  • Partner closely with Genmab’s U.S. market access, medical affairs, regulatory, and commercial teams to anticipate and shape policy impacting current portfolio and late-stage pipeline.
  • Serve as primary federal liaison with U.S. patient advocacy organizations.
  • Collaborate with Head of U.S. Policy on legislative language, comment letters, position papers, congressional testimony, and briefing materials.
  • Manage external contract lobbyists, political intelligence consultants, and grassroots vendors.
  • Collaborate with Head of Government Affairs and Policy to the USLT, Commercial Leadership Team, and Executive Committee on U.S. policy/legislative developments and political risk.
  • Lead Genmab PAC team to develop and oversee the startup, rollout, enrollment and overall success.
  • Ensure full compliance with Lobbying Disclosure Act, FDA advertising/promotion rules affecting advocacy, and all Genmab policies.
