The following position is to join RTX Corporate Legal, Contracts and Compliance's Global Trade team: The Director, Global Trade Technology Management is responsible for leading RTX's global jurisdiction and classification (JC) strategy, overseeing program compliance and implementation, and ensuring implementation of relevant technology release processes. This leader will provide oversight and guidance to ensure accurate and consistent jurisdiction and classification determinations under U.S. and international export regulations, including U.S. Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and other country‑specific classification regimes. The Director is responsible for execution, management, and testing of the jurisdiction and classification program within the Corporate organization including training and support of Jurisdiction and Classification Focals. The Director will lead the RTX Jurisdiction and Classification Steering Committee and provide guidance and support to other areas of the Global Trade Program including Global Authorizations, Global Trade Legal Services, Compliance, and Digital Technology. Provide oversight and guidance to ensure accurate and consistent jurisdiction and classification determinations under relevant export control regimes with subject matter expertise in the EAR and ITAR. The Director will lead impact assessments due to regulatory changes and provide oversight to ensure tools and processes across RTX are maintained or updated appropriately. This role will also be responsible for developing and continuously improving relevant training, guidance documentation, and jurisdiction and classification determination metrics and monitoring; and will act as the CORE expert for Corporate GT.

Requirements

  • Typically requires a University Degree and minimum 14 years prior relevant experience or an Advanced Degree in a related field and minimum 12 years of experience
  • Minimum 14 years of relevant experience in engineering, manufacturing operations, and/or global trade compliance.
  • Minimum 5 years of International Traffic in Arms Regulations (ITAR) and Export Administration Regulation (EAR) jurisdiction and classification experience.
  • Experience with leading projects and people in a matrix environment.
  • Must be able to obtain a U.S. Government issued Security Clearance.

Nice To Haves

  • Bachelor’s or master’s Degree, preferably in Electrical Engineering, Mechanical Engineering, Aerospace Engineering, Software Engineering, or similar.
  • Experience with Harmonized Tariff Schedule and U.S. Schedule B classifications.
  • Experience in some or all of the following areas: aerospace, defense, technology, or advanced manufacturing environments, project or program management, metrics and reporting, CORE.
  • Familiarity with product lifecycle management and engineering development processes.
  • Ability to work collaboratively and cross-functionally, and to communicate effectively with all levels of stakeholders.
  • Ability to work independently and proactively.
  • Ability to analyze and develop innovative solutions to complex problems.
  • Excellent verbal, written, and presentation skills.

Responsibilities

  • Provides oversight and guidance to ensure accurate and consistent jurisdiction and classification determinations under relevant export control regimes with subject matter expertise in the EAR and ITAR.
  • Serve as the primary escalation point for complex jurisdiction and classification determinations.
  • Provide guidance on classification impacts to licensing, screening, MA&D activities, imports, and trade operations.
  • Partner with Corporate Engineering, Operations, Supply Chain, Digital Technology and others to help ensure accurate product determinations.
  • Support internal and external audits, investigations, and regulatory inquiries.
  • Monitor regulatory developments; provide impact assessments and oversight to ensure tools and processes across RTX are maintained or updated appropriately.
  • Drive continuous improvement, automation, and digital solutions to enhance classification efficiency and accuracy.
  • Execute, manage, and test the jurisdiction and classification program at Corporate
  • Provide training and support to Corporate Jurisdiction and Classification Focals.
  • Lead the RTX Jurisdiction and Classification Steering Committee.
  • Support CORE as the expert for Corporate GT.
  • Support global Harmonized Tariff Schedule and U.S. Schedule B classifications.
