Personify Health is seeking a strategic, transformational leader to serve as Director of Proposal Management, responsible for overseeing the full lifecycle of the TPA and Wellbeing proposal businesses. This role will oversee RFP content strategy, proposal pricing strategy, operational excellence, and the continued development of our newly established global proposal team in Bosnia. This Director will bring deep expertise in Proposal and RFP Management, strong project and workflow leadership, and a proven ability to modernize proposal operations through technology, AI, and scalable process design. The ideal candidate is an independent, strategic thinker who thrives in high-volume, deadline-driven environments and has successfully led proposal management transformation

Requirements

  • 10+ years of progressive experience in Proposal and RFP Management, including leadership of high-performing teams.
  • Significant experience overseeing high-volume RFP environments within healthcare, TPA, or wellbeing services preferred.
  • Demonstrated success in bid qualification strategy and proposal pricing coordination.
  • Strong project management expertise, including workflow assignments, project balancing, and resource optimization.
  • Experience building and operating within a tiered support model.
  • Proven track record governing quality assurance standards across proposal outputs.
  • Advanced proficiency with Loopio (strongly preferred) or Qvidian.
  • Experience leveraging AI, automation, and emerging technologies to improve proposal efficiency and effectiveness.

Responsibilities

  • Oversee end-to-end proposal operations for TPA and Wellbeing lines of business, ensuring high-quality, compliant, and competitive submissions. This includes, RFPs, RFIs, Proposals, follow-up questionnaires, etc.
  • Lead bid qualification strategy in partnership with Sales and executive leadership to prioritize opportunities and optimize win rates.
  • Establish and govern proposal pricing strategy in collaboration with Finance and Sales to ensure competitiveness and profitability.
  • Drive executive-level proposal messaging alignment with overall company value proposition and go-to-market strategy.
  • Manage and evolve the RFP content strategy to ensure accuracy, consistency, differentiation, and scalability.
  • Optimize and govern the use of content management tools, with strong preference for expertise in Loopio(experience with Qvidian also considered).
  • Establish best practices for content governance, version control, and continuous content improvement.
  • Leverage AI and automation tools to improve efficiency, response quality, and turnaround time across high-volume RFPs.
  • Lead project management discipline across all proposal efforts, including workflow assignment, workload balancing, and deadline governance.
  • Design and manage a tiered proposal support model to ensure appropriate allocation of resources based on complexity and strategic importance.
  • Implement scalable processes and SLAs to support growing TPA and Wellbeing proposal demand.
  • Monitor and report on key performance indicators (KPIs) including throughput, cycle time, win rates, and quality metrics.
  • Provide strategic oversight and ongoing development for the newly established global proposal team in Bosnia.
  • Build a high-performance, accountable culture with clear quality standards and continuous coaching.
  • Foster career growth, skill development, and succession planning within a distributed, tiered team structure.
  • Promote cross-functional collaboration between Sales, Product, Finance, Legal, and Operations.
  • Lead proposal management transformation initiatives, including: Process reengineering AI-enabled content and response optimization Automation and workflow enhancements Data-driven decision making
  • Identify and implement technology solutions that improve efficiency, scalability, and overall proposal effectiveness.
  • Champion change management efforts to drive adoption of new tools, processes, and quality standards.
