About The Position

Job Summary Provide leadership in the planning, design, and construction of capital improvement projects in support of the College's master plan and oversee the engineering and construction component of buildings and infrastructure. Serve as a member of the Facilities Department’s leadership team. Supervision The Director of PD&C reports to the Associate Vice President (AVP) of Facilities, and provides direction, guidance, and supervision to Ithaca College staff members within the PD&C department, and to contracted firms and project managers engaged by the College. Essential Duties Provide leadership in the planning, design, and construction of capital improvement projects in support of the College's master plan and oversee the engineering and construction components of buildings and infrastructure. Assist the Associate Vice President with new construction projects and manage all phases of renovation projects. Provide engineering and design guidance and work directly with architects, planners, and contractors. Serve as liaison with town and city planning boards and code officials to obtain approvals throughout all phases of construction projects. Develop plans, forecasts, bids, and prepare and monitor project budgets. Ensure close collaboration and coordination with building maintenance leaders, interior designers, and leaders of units where construction and/or renovations are being planned, designed, and executed. Participate in the preparation of and ongoing modifications to the Ithaca College master plan. Specific Duties Participate in the preparation and implementation of the College's master plan ensuring the integration of facilities planning with the institutional planning process. Provide leadership in support of the AVP for Facilities with all new construction and renovation projects to include developing plans, forecasts, bids, and the preparation and monitoring of project budgets. Work directly with architects, planners, and contractors. Present project specifications and participate in contract and service plan negotiations. Serve as primary liaison with town and city planning boards and code officials to obtain approvals during all phases of approved construction projects. Oversee all phases of renovation projects to include assessing job scope and identifying the full range of services and responsibilities from construction to detailed finish work to be completed; ensure the collaboration and coordination of building maintenance services and the interior designer(s). Ensure the campus community is informed and routinely updated about in-progress and forthcoming capital projects and the potential implications on department’s services and initiatives. Work collaboratively with departmental leaders to minimize disruptions where possible. Participate in meetings with Facilities colleagues at agreed upon routine intervals to ensure upcoming project plans are shared, and opportunities for input to building and mechanical designs are fully considered. Identify major land uses, building sites, locations of utilities, parking lots, and recreational spaces for all new construction and renovation projects. Negotiate, authorize, and supervise contracts and review insurance and liability issues in conjunction with Ithaca College's Risk Manager. Ensure appropriate certificates and permits are obtained and kept on file for each project. Ensure all PD&C activities and processes are congruent with the Office of Risk Management and the Office of General Counsel (and other Colleges offices, as appropriate) requirements. Provide complete and accurate working plans and detailed drawings concerning facility/systems specifications. Work in consultation with Facilities Maintenance to provide mechanical engineering expertise in the completion of renovation projects. Meet as requested with institutional leaders (vice presidents. deans, directors) to assist with envisioning and planning construction and renovation activities throughout the campus. Inspect contract work and prepare progress reports. Review and interpret plans, blueprints, specifications, and technical directives to assure the timely completion of projects. Obtain appropriate authorization to increase or otherwise modify job scope if/as necessary. Prepare and/or review bids for project work and negotiate the purchase of materials and supplies in conjunction with the Purchasing Office. Review and authorize requisitions for payment. Ensure that PD&C documents, drawings, and electronic files are continuously updated to reflect changes to all building footprints, space assignments, utility locations, etc. Oversee the maintenance of files (electronic and/or hard copy, as per the directive of the AVP) of planned and proposed projects. Participate in the development and preparation of the College's Facilities Master Plan as directed by the AVP. Determine fiscal requirements of the PD&C department and prepare budgetary recommendations; monitor, verify and reconcile expenditure of budgeted funds. Prepare operational reports and analyses setting forth progress, adverse trends, and appropriate recommendations and/or conclusions. Participate in meetings, seminars, and required College training programs as assigned; conduct regular meetings with departmental staff. Direct various personnel actions to include, but not limited to, hiring, merit recommendations, promotions, transfers, vacation schedules, and dismissals.

Requirements

  • A bachelor’s degree in a related field and a minimum of 6 years of related experience in construction design, construction management, and/or facilities management, or an equivalent combination of education and experience.
  • Extensive knowledge and experience planning and managing construction and renovation projects, knowledge of the various construction and building maintenance trades such as HVAC, electrical, plumbing and heating and structural maintenance, knowledge of utility distribution systems, knowledge of the Americans with Disabilities Act and its implications on construction and renovation projects, ability to prepare requests for proposal (RPF), negotiate contracts with outside contractors and the ability to prepare and maintain complex operational and project budgets.
  • Extensive management experience, excellent organizational, analytical, written, and verbal communication skills, and an evidenced ability to work with a diversity of individuals and groups across departments and schools are required.
