Responsible and accountable for directing, planning, organizing, operating, communicating, maintaining, documenting, staffing and monitoring the functions associated with the installation, maintenance, and support of the organization's PC and server-based applications, storage and hardware equipment and users on a 7/24 basis. Areas of responsibility include, but may not be limited to, security of the computing environment, server hardware, storage, backups, software, test systems, inventory, utilities, applications, databases, research and development, licensing, implementations, and user account maintenances for all MLH entities. Develops, presents, manages and implements policies, solutions, projects, and multi-year technical strategies. Ensures technical and operational consistency across the organization. Is fiscally accountable for operational and capital budgets, and is responsible for expenditures. Develops, monitors, and meets policies, procedures, and service level agreements. This position is responsible for taking a lead role in various multi-disciplinary teams to address issues and identify solutions. Requirements

  • Bachelor's Degree Computer sciences
  • Management in Information Technology 10+ years
  • Demonstrated technical expertise in supported Information Technologies and management as might be obtained through requisite Education/Training.
  • Demonstrated potential to consistently exercise sound judgement, manage multiple projects, often with conflicting priorities, and high stress situations.
  • Demonstrated leadership ability in the management of people, processes, hardware, software, and other resources.
  • Demonstrate proficiency in technical and business writing, verbal, and presentation skills.

Responsibilities

  • Directs, plans, manages, coordinates, organizes, and makes assignments for the current and future requirements of assigned areas of responsibility.
  • Analyzes problems and opportunities from an enterprise perspective, and architects innovative and cost-effective solutions that reflect a thorough understanding of business and clinical needs with an emphasis on reducing downtime and minimizing technological complexity.
  • Ensures the security and integrity of information, systems, applications, and user accounts in accordance with MLH policies and industry standards.
  • Negotiate vendor contracts and ensure agreements are in MLH's best interest and adhere to MLH technology standards.
  • Evaluates and recommends a broad range of hardware and software products for applicability, compatibility, and long-range integration with other systems.
  • Collects, documents, and maintains inventories of supported hardware and software applications.
  • Ensures staff is qualified, trained, productive, responsive, effective, accountable, cross trained, and highly competent.
  • Develops and implements strategies to increase staff productivity, reduce expenses and meet service level agreements.
  • Plan and develop operational and capital budgets for personnel, supplies, equipment, training, licensing, software, and services.
  • Allocate manpower and fiscal assets, control expenditures, and monitor and report fiscal performance.
  • Interview, select, and evaluate personnel.
  • Develop and review job descriptions to ensure they are accurate, consistent and fair.
  • Counsel and initiate disciplinary action as needed.
  • Maintain personnel records in accordance with MLH and department policies.
  • Provides leader, customers and outside organizations with timely, competent, professional, and accurate memos, time estimates, project plans and status reports.
  • Acts as a liaison between the customer and other internal or external support groups in the management of projects and to resolve issues.
  • Meet with staff on a regular basis to motivate, communicate, and share organizational and departmental information.
  • Ensures that all documentation is accurate and thorough.
  • Develops, maintains, and communicates written system and department policies, procedures, standards, and guidelines related to area of responsibility.
  • Educates customers regarding departmental and enterprise standards, policies, and initiatives as necessary.
  • Ensures software, systems, and applications are properly licensed, patched, protected and updated.
  • Organizes, leads, attends, and actively participate in meetings or various multidisciplinary committees.
  • Ensures projects and tasks are prioritized, documented, completed on time and within budget.
  • Researches, plans, tests, coordinate, manages, and supports the implementation of various business and technical solutions.
  • Assists staff members in developing career goals in the field of information technology and support them in attaining their objectives.
  • Maintains expert knowledge and a comprehensive understanding of supported areas.
  • Ensures that work units adhere to the highest standards of customer service.
  • Educates customers regarding departmental and organizational standards, policies and initiatives as necessary.
  • Responds as required or requested on a 7/24 on-call basis to support the organization.
  • Assesses the organizational impact of urgent problems and emergencies, and takes assertive action to restore full functionality in a timely manner.
  • Often will be the senior Associate involved.
  • Takes initiative, exercises sound judgment, coordinates, communicates, and when necessary directs inside and outside resources as necessary to resolve problems.
