Wayne State University is searching for an experienced Director, Emergency Medicine - Department of Emergency Medicine at its Detroit campus location. Job Purpose: Plans and oversees operational and administrative activities of advanced complexity and manages the staff of a large department within the School of Medicine. Works with representatives of other University departments to accommodate needs, generate support and ensure effectiveness of unit to support the mission of the Division. Works with the Chair to provide leadership and management necessary to ensure the proper operational, administrative, financial, and staffing procedures and resources are in place to ensure efficient operations of the Department of Emergency Medicine. Reports to department Chair.

Requirements

Requires a Bachelor’s degree in Healthcare Administration, Education, Business Administration, or a related field from an accredited college or university. Master’s degree is preferred. Candidates with an equivalent combination of education and experience may be considered.
Requires seven or more years experience in a large academic or complex health program that includes emergency or critical care services. Leadership experience is required.
Proven understanding of best practices in higher education.
Excellent communication skills, including written, oral and interpersonal communication.
Proven ability to foster collaborations across diverse faculty and staff, constituencies in a large academic institution, inspire confidence, and motivate groups to collectively meet common objectives.

Responsibilities

Plans, directs and maintains all unit budgets in accordance with allocation provisions, budget policy and regulations for all fund types including revenues, scholarship, endowment funds and sponsored programs; develops or assists with the development of short and long range strategic plans.
Maintains internal control systems to ensure integrity of financial transactions to prevent errors, omissions and possible fraudulent activity.
Prepares projections or forecasts of expenses in comparison to budget categories/line items to avoid deficits, optimize use of available funds, and adhere to approved budget parameters.
Uses systems to analyze, interpret and report on data; develops or generates ad-hoc reports for management and/or sponsoring agencies.
Provides financial reporting information for area/s of responsibility to assist management/Principal Investigators in planning and decision making; develops detailed statistical analyses and reports outlining fiscal activities.
Ensures department compliance with University policies and procedures and those of sponsoring agencies. Oversees the full range of activities required to manage grant proposals and awards to/from foundations, non-profit corporations, and government agencies. Approves submission of proposals.
Manages and reviews the procurement or purchasing processes for the department.
Manages the financial and budget aspects of the grant award functions, both pre and post, including the development and review of specific budgets and knowledge of the funding process as well as the administrative implementation of the financial, budgetary, and projection of expenditures
Assists with physical plant project development and implementation to ensure proper financial and budgetary considerations.
Establishes staffing plans to meet operational mission and objectives.
Directs, develops and administers personnel operations, programs and procedures; for a department with more than 80 full time equivalent staff. Responsible for performance management, recruiting, merit and salary planning, transaction management, unit communications, Family Medical Leave Act compliance, employee relations, employee training, development and reporting.
Manages, authorizes and oversees all personnel and payroll related processes and transactions (including Electronic Personnel Action Forms) in a timely manner; ensures adherence to approved budget lines.
Reconciles Human Resource System data to Financial Management System data.
Uses systems to analyze, interpret and report on data; develops or generates ad-hoc reports for management.
Provides guidance to Unit related to labor agreements and Administrative Policies and Procedures.
Proactively addresses employee relations issues with HR, Academic Personnel, Labor Relations and Unit leaders.
Provides human resources information for area(s) of responsibility to assist management planning and decision making; develops detailed analyses and reports outlining human resource activities.
Supervision of business administration staff to ensure accountability and stewardship of campus resources in accordance with departmental goals and objectives. Evaluates staff and provides guidance, assistance, and expertise.
Oversees faculty and staff appointments and other Human Resource functions with School of Medicine HR and Office of Faculty Affairs.
Participates in special projects related to academic faculty and staff reviews, promotion, tenure and award nominations
Develops or assist with the development of short and long range strategic plans to achieve the organization mission.
Plans and directs activities of a staff of direct reports: recruits, hires, trains, direct daily activities, disciplines and develops the staff to ensure accurate and timely service delivery and all transactions within the administrative operations are performed in compliance with University policy and procedure.
Supervises and coordinates the workflow of staff.
Provides leadership and training to responsible area in financial or budget matters.
Attends or serves on University committees or task forces.
Identifies areas in which policies and procedures need to be clarified or updated.
Participated in special projects, as requested, which may impact the University at large.
May be responsible for other administrative functions such as building/facilities management, contract management, information technology and/or inventory control
Performs other related duties as assigned.
