JOB PURPOSE: Under the direction of the Associate Dean of Student Services and Special Programs, the Director, Disabled Student Programs and Services (DSPS) oversees accommodations and services for students with disabilities, manages program budgets, and ensures compliance with state and federal regulations. This role promotes accessibility and professional development across campus, leads professional development, and serves as the campus lead for deaf and hard of hearing services for DSPS students. The Director is responsible for coordinating and organizing the DSPS Office and High-Tech Center (HTC), including scheduling and reviewing office activities. Additionally, the position supervises and evaluates assigned staff to ensure the efficient and effective delivery of services.

Requirements

• Master’s degree in a category of disability, special education, education, psychology, educational psychology or rehabilitation counseling.
• Must meet with the minimum qualifications for a DSPS Coordinator (pursuant to Title 5, Section 56048): a) Persons employed pursuant to this subchapter as counselors or instructors of students with disabilities shall meet minimum qualifications set forth in Section 53414 of Subchapter 4 of Chapter 4 of this division; b) Each district receiving funds pursuant to this subchapter shall designate a DSPS Coordinator for each college in the district. For the purpose of this section, the Coordinator is defined as that individual who has responsibility for the day-to-day operation of DSPS. The designated Coordinator must meet the minimum qualifications for a DSPS counselor or instructor set forth in Section 53414(a) through (d) or meet the minimum qualifications for an educational administrator set forth in Section 53420 and, in addition, have two (2) years full-time experience or the equivalent within the last four (4) years in one or more of the following fields: instruction or counseling or both in a higher education program for students with disabilities; administration of a program for students with disabilities in an institution of higher education; teaching, counseling, or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities. c)Districts receiving funding pursuant to this subchapter may also employ classified and/or paraprofessional support staff. Support staff shall function under the direction of a DSPS counselor, instructor, or Coordinator as appropriate for the support services or instruction being provided.

Responsibilities

• Provide day-to-day leadership, supervision, and coordination for the DSPS office and HTC.
• Support the coordination of accommodations and services for students with disabilities—including interpreting, captioning, note-taking, alternate media, assistive technology, and Deaf and Hard-of-Hearing (DHH) support services.
• Supervise and evaluate classified professionals and student workers.
• Monitor and administer DSPS and HTC budgets in compliance with district and state categorical funding guidelines.
• Ensure compliance with Title 5, Sections 504 and 508 of the Rehabilitation Act, Americans with Disabilities Act (ADA), and other relevant laws and regulations.
• In collaboration with faculty and other administrators, develop and implement department policies, procedures, and protocols that support accessible, inclusive, and student-centered practices.
• Serve as the campus lead for DHH efforts, overseeing the fulfillment of accommodation requests for students who are deaf or hard of hearing.
• Coordinate the DSPS Advisory Committee, including planning meetings and maintaining committee membership per Title 5.
• Collaborate with departments across the college to promote accessibility and universal design in instruction, student services, and technology.
• Support the coordination of DSPS faculty and staff in the implementation of approved accommodations and provide consultation on DSPS related matters.
• Participate in institutional planning, program review, and Student Learning Outcomes/Service Area Outcomes (SLO/SAO) development and assessment.
• Lead professional development efforts for classified professionals and managers related to disability services and accessibility.
• Participate in relevant local, regional, and statewide DSPS and accessibility-related initiatives and meetings.
• Assist in the preparation of state and federal reports including Management Information Systems (MIS) and categorical reports.
• Represent the department and college at community outreach events and professional conferences.
• Perform other duties as assigned.
