About The Position

OSC Edge Tech is establishing new technical capabilities to expand beyond infrastructure and cybersecurity into application development, platform engineering, system sustainment, and AI-enabled solutions – pursuing higher-margin opportunities, building past performance in application and AI-related work, and creating reusable platforms, frameworks, and delivery capabilities that improve both competitiveness and execution. The Director, Digital Engineering is the operational and engineering lead for the Application, Platform & AI Solutions Practice. Working in partnership with the VP, Strategic Technology & Solutions, this role translates technology strategy and captures wins into scalable delivery capability, building and growing the engineering organization, establishing reusable architectures and delivery frameworks, standing up DevSecOps pipelines, leading hands-on development, and providing technical leadership across programs. Assigned to OSC Edge Tech, this practice supports the full lifecycle from proposal solution architecture through program stand-up, modernization, AI initiatives, and internal engineering development. The Director is responsible for building the past performance that enables OSC Edge to pursue progressively larger and more complex opportunities. This position maintains a billable allocation, keeping the role grounded in active program delivery while simultaneously building practice-wide capability, reusable platforms, and engineering accelerators. The balance of effort is dedicated to supporting capture efforts, standing up new programs, developing internal engineering capabilities, and creating reusable delivery assets that strengthen competitiveness across the company.

Requirements

  • Bachelor's degree in Computer Science, Software Engineering, or related technical field.
  • 10 or more years of progressive experience in software engineering, application development, and cloud platform architecture, with demonstrated experience leading engineering teams on federal or enterprise programs.
  • Demonstrated working knowledge and experience in:
  • Modern technology stacks including Node.js, JavaScript, Python, and Java, with frontend framework experience (Vue.js, React, Angular, or equivalent).
  • DevSecOps pipelines and CI/CD toolchains (Jenkins, Docker, SonarQube, Fortify, or equivalent) in federal or enterprise environments.
  • Multi-tenant SaaS platforms, including access controls, and platform security (MFA/2FA).
  • Database design and operations across both relational and document stores (PostgreSQL, MySQL, MongoDB, Redis, or equivalent).
  • AI/LLM platforms (OpenAI, Anthropic) into production systems for document extraction, classification, automation, or intelligent workflow applications.
  • Product roadmaps, PRDs/BRDs, and Agile/Scrum engineering teams.
  • Ability to travel, as required, for program delivery and customer engagement.
  • Ability to pass pre-employment background check.
  • Ability to obtain and maintain Top Secret clearance; previously held or active clearance preferred.
  • Must be a U.S. Citizen.
  • Advance knowledge in AWS (primary), Azure and GCP, including serverless architectures, auto-scaling, and infrastructure-as-code patterns.
  • Advanced knowledge in database design and operations across both relational and document stores (PostgreSQL, MySQL, MongoDB, Redis, or equivalent).
  • Ability to design and operate DevSecOps pipelines and CI/CD toolchains (Jenkins, Docker, SonarQube, Fortify, or equivalent) in federal or enterprise environments.
  • Ability to build and scale multi-tenant SaaS platforms, including access controls, and platform security (MFA/2FA).
  • Ability to integrate AI/LLM platforms (OpenAI, Anthropic) into production systems for document extraction, classification, automation, or intelligent workflow applications.
  • Advanced knowledge of applicable laws and regulations related to IT and Federal Government environments.
  • Knowledge in and ability to support federal proposals with technical content, architecture artifacts, and solution development.
  • Knowledge in agile delivery leadership (Scrum Master, Agile lead, or equivalent) and hybrid Agile/Waterfall delivery models.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment.
  • Strong knowledge of business theory, business processes, management, budgeting, and business office operations; general understanding of general accounting principles, concepts, and procedures.
  • Ability to understand and focus on the organization’s goals and objectives.
  • Knowledge of organizational structure, workflow, and operating procedures.
  • Excellent interpersonal skills: ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibits a professional manner in dealing with others.

  • Proficiency in the use of computers and standard office programs.

Nice To Haves

  • Experience with Air Force enterprise systems, military logistics platforms, or DoD application modernization programs.
  • Experience migrating legacy on-premises systems to AWS, including Spring Boot microservices, REST API development, and database migration to Aurora PostgreSQL or equivalent.
  • Experience leading teams of 20+ engineers in enterprise modernization programs.
  • Track record of technical contributions that directly supported capture of $50M+ contract awards.
  • Certified Scrum Master (CSM) or equivalent Agile certification.
  • CompTIA Security+ or equivalent security certification.
  • Experience developing DevSecOps adoption frameworks and maturity models for program portfolios.

Responsibilities

  • Build and scale application development, platform engineering, DevSecOps, sustainment engineering, and AI engineering capabilities from the ground up, establishing repeatable delivery processes, scalable team structures, and documented past performance that enable OSC Edge to pursue larger, more complex contract opportunities.
  • Define and implement software development lifecycle standards, coding practices, code review processes, testing strategies, and engineering quality gates across the practice.
  • Mentor and develop engineers across the practice, driving internal engineering capability growth through hands-on coaching, knowledge sharing, and technical leadership by example.
  • Support internal engineering capability development, creating training materials, engineering standards, and knowledge-sharing processes that raise the technical baseline across OSC Edge.
  • Build and rigorously document past performance in application development, sustainment, and AI-enabled solutions, ensuring delivery outcomes are captured, formatted, and leveraged for future proposal efforts.
  • Architect and lead development of cloud-native platforms and applications, making hands-on technology selection, system design, and implementation decisions across the full stack.
  • Design, develop and maintain reusable architectures, delivery frameworks, platform components, and engineering accelerators that reduce time-to-delivery, improve proposal competitiveness, and create persistent competitive advantage for OSC Edge.
  • Establish and operate DevSecOps pipelines, CI/CD toolchains, and cloud engineering environments aligned to DoD and federal security requirements (STIG compliance, ATO processes, security scanning integration).
  • Lead serverless and containerized architecture design, implementing auto-scaling, high-availability, and zero-downtime deployment patterns across AWS, Azure, or GCP.
  • Own and guide the technical roadmap and architecture decisions for assigned programs, balancing delivery commitments with practice-wide capability development and support to new captures.
  • Design and build scalable data ingestion pipelines, document processing workflows, and integration architectures connecting operational, financial, and external partner systems.
  • Develop and deliver AI-enabled applications and prototypes, including LLM-powered document extraction, automated classification, financial reconciliation, and intelligent workflow automation using OpenAI, Anthropic, and equivalent platforms.
  • Design and expose customer-facing APIs, enabling partner ecosystem expansion and system interoperability across programs.
  • Lead engineering teams from program stand-up through steady-state operations, establishing Agile delivery cadences, sprint structures, and continuous improvement practices.
  • Collaborate and support proposal teams with technical volume content, architecture diagrams, work breakdown structures, staffing plans, and solution narratives – directly strengthening OSC Edge's ability to win application, platform, and AI-related work.
  • Perform other duties as appropriate and as assigned.
