About The Position

This role reports directly to the Chief Operating Officer and sits at the intersection of strategy, execution, and people leadership. You’ll define the long-term vision for Contracts, roll up your sleeves to lead complex negotiations when it matters most, and mentor a team that supports critical government missions across defense, civilian, and intel agencies. Requirements

  • Bachelor’s degree in Business or a related field
  • 10+ years of Federal Government contracting experience with expert knowledge of FAR, DFARS, and agency regulations
  • 5+ years of supervisory or people leadership experience
  • Experience supporting Federal agencies (e.g., DoD, DHS, DOS), including alternative acquisition approaches such as CSOs, SBIRs, and OTAs
  • Proven ability to balance strategic priorities with hands-on execution in a fast-paced environment
  • Strong communication, negotiation, and relationship-building skills
  • Ability to work independently, exercise sound judgment, and lead through influence
  • Active Secret clearance (or ability to obtain one)
  • Ability to travel as needed for client engagements, training, and business needs

Nice To Haves

  • NCMA certifications (CPCM, CFCM, or similar)
  • Legal background or Juris Doctor (JD), or significant experience partnering with Legal on complex government contracts and risk mitigation

Responsibilities

  • Serve as a strategic advisor to executive leadership, shaping enterprise-wide contracts and procurement strategies aligned with MetroStar’s growth objectives
  • Define and execute the long-term vision for the Contracts & Procurement function, ensuring scalability, compliance, and continuous improvement
  • Provide front-end strategic assessment of business pursuits to support informed bid/no-bid and contract acquisition decisions
  • Balance risk, compliance, and business agility to enable successful program delivery and customer outcomes
  • Operate as a hands-on, player–coach, personally leading complex, high-risk, or high-visibility contract negotiations
  • Provide cradle-to-grave contract management for Federal contracts, including FFP, CPFF, LH, T&M, IDIQs, and task orders
  • Negotiate prime contracts, subcontracts, modifications, amendments, and extensions within approved boundaries
  • Interpret, analyze, and communicate RFQs/RFPs, FAR, DFARS, agency regulations, flow-downs, and contract terms across the organization
  • Lead, mentor, and develop the contracts and subcontracts team, fostering a culture of accountability, trust, and continuous improvement
  • Establish clear expectations, performance goals, and career development plans for team members
  • Build a strong leadership bench and succession pipeline within the Contracts & Procurement organization
  • Provide guidance and escalation support to the team on complex contractual issues
  • Identify, assess, document, and mitigate contractual risk in partnership with Legal, Finance, and executive leadership
  • Ensure compliance with FAR, DFARS, agency regulations, and internal policies across all contracts and procurements
  • Implement and maintain standard contract practices and governance frameworks across the organization
  • Support DCMA-approved purchasing systems and Contractor Procurement System Reviews (CPSR)
  • Oversee contract lifecycle management processes and systems, including contract repositories, reporting, and tracking mechanisms
  • Manage and support government portals and systems (e.g., GSA eBuy/eLibrary, SAM.gov, PIEE, CHESS, SeaPort)
  • Develop and maintain reports, metrics, and dashboards to measure contract performance, risk, and efficiency
  • Drive continuous improvement initiatives to streamline contract administration and procurement processes
  • Support proposal development by authoring and reviewing compliant administrative, business, and cost/price proposal volumes
  • Partner with capture and proposal teams to analyze solicitation requirements and develop competitive contractual strategies
  • Lead contract closeout activities, including preparation and submission of final documentation and vouchers
