The Department of Social Services Accountability Office (DSS-AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS) and Department of Homeless Services (DHS). DSS-AO maintains the operation of the Office of Audit and Quality Assurance (OAQA), Office of Compliance & Support (OAS), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM) and the Vendor Monitoring Office (VMO). The Vendor Monitoring Office is responsible for setting, monitoring, and modifying agencywide policy for how vendors are managed and held accountable for complying with contractual, regulatory and legal requirements. Within VMO, the Agency Monitoring Team is responsible for ensuring vendors and providers adhere to corrective action plans, compliance requirements, capacity-building agreements, and fulfillment of their contractual obligation. The Vendor Monitoring Office is recruiting for (1) Administrative Staff Analyst NM II to function as a Director, Agency Monitoring Team who will: - Direct the daily operation of the Agency Monitoring Team members who are engaged in executing strategies for monitoring providers. These tasks involve identifying gaps in policies and procedures; standardizing vendor’s compliance and accountability to reduce risk and policy gaps; assessing implications that need to be brought to the Executive Director. - Provide compliance training to staff fostering expertise in compliance standards and corrective action planning. Evaluate quality assurance processes for monitoring deliverables. - Direct the analysis and review of data to identify potential systemic errors, vendor’s performance, trends, and audit inefficiencies findings. Provide strategic oversight to ensure that data reviews are thorough, accurate, and align with agency objectives. Review monitoring reports and ensure consistent follow up on provider performance. - Develop and implement remediation plans for vendors under corrective action. This includes developing risk-based frameworks to prioritize high-impact vendor interventions revealing weaknesses in their internal controls, and its compliance with laws/and or regulations. Collaborate with providers to ensure timely achievement of deliverables and overall compliance. Authorize and track corrective action plans to ensures timely resolution of deficiencies and work with the Corrective Action Planning Office (CAPO) to align remediation with contractual and regulatory requirements. - Represent the Executive Director of CMO in strategic meetings and discussions related to vendor performance, compliance, and program development. Act as the primary liaison between the AMT and external providers, agency departments, and city officials on monitoring outcomes as needed. - Participate in specialized projects to enhance protocols, and support agency objectives to improve its service delivery, as well as vendors compliance with City and agency rules and regulations.
