About The Position

Oversees the operational, administrative, and strategic functions of the judicial system, including court operations, jail management, and legal services. Ensures the efficient delivery of justice, adherence to legal standards, and the effective use of public resources. Focuses on the strategic use of Opioid Settlement Funds to reduce jail populations by implementing innovative alternatives to incarceration. Expands access to community-based treatment and rehabilitation programs aimed at diverting individuals with substance use disorders and mental health conditions away from the criminal justice system.

Requirements

  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Public Administration, Criminal Justice, Law or job-related field of study.
  • Seven (7) years of professional work-related experience in criminal justice, court administration, corrections, or legal operations, including five (5) years of managerial/supervisory experience.
  • Skilled in the use of standard software applications.
  • Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with elected officials, employees, other departments, and the general public.
  • Must possess working knowledge of judicial processes, jail operations, and government regulations.
  • Skill in leadership, strategic planning, and budget management.
  • Skill in communication and stakeholder engagement.
  • Must pass criminal background investigation.
  • Must possess a valid Texas Driver’s License and good driving record.
  • Will be required to provide a copy of 10-year driving history.
  • Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.

Responsibilities

  • Oversees judicial system by reviewing daily operations of courts, including scheduling, case flow, and courtroom support.
  • Collaborates with judges and legal staff to improve judicial performance and reduce case backlog.
  • Suggests policies to enhance court efficiency and public access to justice.
  • Monitors jail operations, including intake, classification, housing, and release.
  • Evaluates compliance with state and federal regulations regarding inmate rights and facility standards.
  • Coordinates with law enforcement and reentry programs to support rehabilitation and reduce recidivism.
  • Develops and monitors performance metrics for judicial and detention services.
  • Leads initiatives to streamline processes, reduce costs, and improve service delivery.
  • Reports on KPIs related to court efficiency, jail population, and case resolution.
  • Analyzes operational budgets for court and jail systems.
  • Identifies cost-saving opportunities and ensure fiscal responsibility.
  • Ensures compliance and monitors adherence to all applicable laws, regulations, and ethical standards.
  • Conducts audits and risk assessments to identify and mitigate vulnerabilities.
  • Responds to incidents, complaints, and legal challenges.
  • Evaluates implementation of digital case and jail management systems.
  • Promotes data-driven decision-making and transparency.
  • Schedules and supervises the work of others.
  • Performs other duties as assigned.
