The incumbent will support the Public Assistance Field section within the Office for Disaster Recovery Programs (DRP). Duties include but are not limited to understanding and being conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), Federal Emergency Management Agency (FEMA) policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies and related information as appropriate. The role involves providing management level oversight for federal disaster assistance grants to repair and replace infrastructure and implement 406 mitigation measures in future disasters. The incumbent will develop and understand program policy and priorities in support of Division of Homeland Security and Emergency Services (DHSES) Disaster Recovery Program goals, and provide direct guidance to DRP Leadership, DHSES Executives, the Governor's Office, state agencies, local governments, and not-for-profit organizations on Disaster Recovery program objectives, strategies, rules and regulations. Additionally, the incumbent will function as the primary subject matter expert, consultant, and interpreter on all applicable State and federal laws, rules, regulations, policies and protocols, and analyze legislation while acting as a resource for internal staff, program associates, and other stakeholders.
