About the position

The incumbent will support the Public Assistance Field section within the Office for Disaster Recovery Programs (DRP). Duties include but are not limited to understanding and being conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), Federal Emergency Management Agency (FEMA) policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies and related information as appropriate. The role involves providing management level oversight for federal disaster assistance grants to repair and replace infrastructure and implement 406 mitigation measures in future disasters. The incumbent will develop and understand program policy and priorities in support of Division of Homeland Security and Emergency Services (DHSES) Disaster Recovery Program goals, and provide direct guidance to DRP Leadership, DHSES Executives, the Governor's Office, state agencies, local governments, and not-for-profit organizations on Disaster Recovery program objectives, strategies, rules and regulations. Additionally, the incumbent will function as the primary subject matter expert, consultant, and interpreter on all applicable State and federal laws, rules, regulations, policies and protocols, and analyze legislation while acting as a resource for internal staff, program associates, and other stakeholders.

Responsibilities

  • Understand and be conversant in federal regulations, policy, and guidelines related to disaster assistance programs.
  • Provide management level oversight for federal disaster assistance grants.
  • Develop and understand program policy and priorities in support of DHSES Disaster Recovery Program goals.
  • Provide direct guidance to DRP Leadership, DHSES Executives, and other stakeholders.
  • Develop new statewide objectives and priorities as needed.
  • Function as primary subject matter expert on applicable laws and regulations.
  • Initiate discussions and monitor trends on policy and program changes.
  • Establish and monitor FEMA program deadlines and reporting requirements.
  • Interface with FEMA and regional staff to facilitate rapid resolutions to issues.
  • Support and staff active Disaster Assistance Centers and Joint Field Offices.
  • Develop and provide comprehensive written and verbal reports for DHSES and State leadership.
  • Direct and coordinate assessments of damaged areas following emergencies.
  • Develop and deliver training and presentations on Disaster Recovery Programs.
  • Manage permanent, temporary, and contractor staff for program administration.
  • Perform other duties and special projects as required.

Requirements

  • Ten (10) years of professional level experience in the administration of complex federally funded emergency management, disaster assistance and disaster recovery programs.
  • Two years of management experience.
  • Three years of supervision of subordinate professional staff.
  • Experience in financial administration, planning, implementation, and coordination of public assistance grant programs.
  • Experience in planning and implementation of hazard mitigation assistance programs.
  • Experience in planning and implementation of technical assistance programs.

Nice-to-haves

  • Bachelor's degree may substitute for four years of professional experience.
  • Master's degree or juris doctorate may substitute for an additional year of general experience.
