About The Position

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. Here at DGS, we truly Do Great Service… Consider joining our team! This is a Management Service position which serves at the pleasure of the Appointing Authority (“at-will”). This position serves as the SBR/MBE/VSBE Liaison and MBE/VSBE Compliance Unit Supervisor , ensuring DGS meets all statutory, regulatory, and policy requirements for Small Business Reserve (SBR), Minority Business Enterprise (MBE), and Veteran-owned Small Business Enterprise (VSBE) programs. The role oversees compliance tracking, agency reporting to GOSBA and the Board of Public Works, and provides guidance, training, and support to internal staff and external stakeholders.

Nice To Haves

  • Five (5) years of experience in procurement, contract compliance, or small business programs, including supervisory or leadership experience.
  • Demonstrated knowledge of MBE, VSBE, and SBR programs, regulatory compliance, and reporting requirements.
  • Bachelor’s degree in business, public administration, procurement, or a related field .
  • Experience conducting training and mentoring staff on procurement or small business compliance programs.
  • Knowledge of Maryland State reporting systems (e.g., FMIS, eMMA) and procurement workflows.
  • Strong analytical, communication, and stakeholder engagement skills.

Responsibilities

  • Supervises the Compliance Unit staff in monitoring and tracking contracts for monthly compliance reporting. Maintains a working relationship with MBEs and VSBEs to ensure prime contractor is meeting contractual obligations and requirements with identified subcontractors.
  • Utilizes the State’s Advanced Purchasing and Inventory System (ADPICS) portion of the Financial Management Information System (FMIS) and eMaryland Marketplace Advantage (eMMA) to complete Blanket Purchase Order (BPO) entries and follow up with monthly data/payment entries to monitor achievements.
  • Assists with issues of MBE and VSBE non-compliance regarding State laws, regulations, policies, or procedures and provides guidance regarding required corrective actions.
  • Supervises the Compliance Unit staff in the training of Procurement Officers on reading and interpreting the overall content and information provided in required bid/proposal submissions to ensure State procurement statutes, regulations, policies, and procedures are met and to make proper determinations.
  • Advises Procurement Officers and Managers on questionable content to confirm documentation is acceptable and meets procurement requirements or if errors or omissions are curable.
  • Reviews waiver requests to confirm bidders/offerors made a good faith effort in trying to meet participation goals and advises Procurement Officers in making a determination.
  • Provides training regarding SBR, MBE and VSBE compliance programs to DGS OSP staff, Executive Branch Agencies [Senior Procurement Advisory Group (SPAG) meetings], and vendors.
  • Interfaces directly with senior leadership and other Executive Branch Agencies to provide expert advice on SBR, MBE and VSBE programs, policies and to report on the status of specific initiatives.
  • Reviews and provides compliance reports to The Governor's Office of Small, Minority & Women Business Affairs (GOSBA) or to other State Agencies as required by legislation. Reviews and approves monthly and annual statistical reports to ensure accuracy and sufficiency of data; and makes recommendations for opportunities to enhance participation from prime contractors.
  • Special Projects as assigned by the Director of the Procurement Policy, Compliance and Reporting Bureau or other DGS OSP Senior Management – Chief Procurement Officer (CPO) or Deputy CPO.
