About The Position

Manage the Project Based Voucher (PBV) Program in coordination with development projects from initial allocation and award to execution of Housing Assistance Payments (HAP) Contracts, and post HAP Contract Administration. Program / Operational Responsibilities Oversees all PBV development requirements, including solicitations for PBVs, allocation of vouchers to selected developments, preparation and issuance of award notifications, and coordination of all post-award requirements. Coordinates with developers and third-party vendors on the preparation of Part 58 Environmental Assessments and manages the approval process with the City of Houston and HUD as applicable. Manages the subsidy layering process, working with developers to complete the Subsidy Layering Review (SLR) checklist and all related documentations; assure that all documents meet HUD requirements; prepares cover memo and submits SLR to HUD; works to secure approval in a timely manner to assure closing schedules are met. Prepares Agreement to Enter into Housing Assistance Payments Contract (AHAP) for new construction and substantial rehabilitation projects with all corresponding exhibits; prepares Housing Assistance Payments (HAP) Contracts for existing properties; coordinates review with all developers, lenders, and investors as applicable and secures executed and HAP contracts. Compliance & Reporting Monitors compliance with all PBV construction requirements, including Labor Standards, Davis Bacon Wage Rates, and Section 3; implements and utilizes an electronic database to collect labor data reports from contractors and prepares consolidated compliance reports as needed; responsible for semi-annual labor reports for submission to HUD. Coordinate pre-occupancy requirements, including pre-leasing inspections; establishment of property-specific utility allowances and wait lists; training of property management staff on PBV policies and procedures, including wait list management, eligibility, briefing, and lease-up requirements. Conducts analysis of requested rent increases; automatically applies (Operating Cost Adjustment Factor) OCAF increases to (Rental Assistance Demonstration) RAD HAP contracts; prepares amendments to HAP contracts annually on the corresponding anniversary date. Conducts random site visits to all third-party managed properties, assuring properties are maintained in accordance with federal Housing Quality Standards (HQS) and HHA property and curb appeal standards. Leadership & Supervision Leadership: Provides functional supervision to assigned staff, including, but not limited to assigning, planning, reviewing, and evaluating work performance, completing performance evaluations, coordinating activities, maintaining HUD’s PBV program standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing appropriate disciplinary measures.  Provides direction by clearly and effectively setting the course of action for subordinates; manages performance by providing regular feedback and reinforcement to subordinates. Requirements

  • Preferred education is a Bachelor’s Degree in Business Administration, Public Administration, Finance, or a related field.
  • A minimum of seven (7) years of progressive experience in the administration of housing subsidy programs, asset management, auditing, finance, or accounting. An equivalent combination of education and experience may be considered.
  • Knowledge of the Multi-family affordable housing development, including Low Income Housing Tax Credit and Tax-Exempt Bond financing, including lender and investor underwriting procedures.
  • Knowledge of departmental policies and procedures.
  • Knowledge of advanced principles, practices and administration of program development, coordination, contract negotiation, and budget preparation.
  • Demonstrated skill in interpreting and applying pertinent Federal, State and local laws, codes and regulations.
  • To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
