About The Position

Ready to take the lead on high-impact real estate developments from concept to completion? Horizon Development Properties is looking for a Development Manager to drive complex projects from feasibility through lease-up and stabilization. Operating within a full-cycle real estate development model, the Development Manager serves as the lead project manager responsible for the planning, execution, and delivery of complex real estate development projects from concept through stabilization. This role combines financial underwriting, entitlement leadership, and construction-phase oversight, ensuring projects are financially viable, strategically aligned, and delivered on time and within budget. The position also serves as a key liaison between development, construction, finance, and external stakeholders, bridging pre-development through construction and into lease-up and asset stabilization.

Requirements

  • 5+ years in real estate development
  • Strong financial & project management skills
  • Experience with complex deals, construction, and entitlements
  • Bachelor’s degree in Real Estate, Finance, Urban Planning, Architecture, Engineering, or related field.
  • 5+ years of progressively responsible real estate development experience.
  • Experience in financial modeling, entitlements, construction oversight, and complex financing structures.
  • Valid driver’s license and ability to travel as needed

Responsibilities

  • Lead and manage real estate development projects from feasibility through lease-up and stabilization.
  • Evaluate acquisition and redevelopment opportunities, including financial feasibility, risk, and strategic alignment.
  • Direct all phases of development including due diligence, entitlements, financing, design, construction, and closeout.
  • Prepare and manage pro formas, development budgets, cash flow models, and investment analyses.
  • Structure financing packages including public-private partnerships, tax credits, debt, and equity.
  • Oversee funding applications, investor reporting, and compliance with financial and regulatory requirements.
  • Lead entitlement processes including zoning, site plan approvals, permits, and regulatory approvals.
  • Coordinate with municipalities, agencies, and community stakeholders to secure approvals and advance projects.
  • Manage due diligence activities, including environmental, legal, and market analyses.
  • Manage design teams from concept through construction documents.
  • Develop scopes of work and oversee procurement of consultants and third-party services.
  • Ensure design aligns with project budget, schedule, and program requirements.
  • Serve as primary liaison between Development and Construction teams.
  • Monitor construction progress, budgets, schedules, change orders, and draw requests.
  • Provide input on construction contracts, risk management, and cost controls.
  • Coordinate with internal teams including finance, asset management, property management, and accounting.
  • Support transition from construction to operations, including lease-up and stabilization.
  • Provide portfolio-level insights and recommendations for leadership.
  • Manage reporting requirements for funding agencies and investors.
  • Ensure adherence to regulatory requirements, financing agreements, and internal policies.
  • Oversee project closeout, including final documentation and financial reconciliation.
