Learn more about us by visiting www.plenaryamericas.com The Role As Development Manager, you will own major components of the development lifecycle, coordinating permitting, commercial negotiations (public authority, offtaker and subcontractor), site control, feasibility analysis, preconstruction, and stakeholder relations. You will guide projects toward from inception through feasibility analysis, preliminary design and to final contract negotiation. The development manager role will have primary responsibility for coordination and alignment across all functional areas and will be primary point of contact between Plenary and project counterparties.

Requirements

  • 5–10+ years in infrastructure, energy and/or real estate development (either principal or advisory role)
  • Demonstrated ability to lead cross‑functional project teams.
  • Strong writing skills, commercial judgment and technical literacy.
  • Understanding of commercial and technical requirements to support project finance transactions.
  • Excellent presentation, writing, analytical, and problem‑solving abilities; strong attention to detail.

Nice To Haves

  • Experience with and understanding of transportation infrastructure and public-private partnerships is desirable but not required.

Responsibilities

  • Early project development including concept design, RFP responses and feasibility analysis
  • Lead permitting strategies and manage technical studies.
  • Oversee ROW planning and site control negotiations.
  • Coordinate with Preconstruction on cost, schedule, and constructability inputs.
  • Engage public authorities, landowners, utilities, suppliers and community stakeholders (as appropriate for the specific project).
  • Lead and/or support commercial negotiations with contract counterparties (in coordination with financial and legal teams).
  • Develop development plans, schedules, and risk mitigation strategies.
  • Work directly with finance and commercial teams to prepare investment memos and project briefs for senior leadership.
