The City is currently recruiting for a Development Engineering Manager position to manage the engineering services for private development activity in the City's Community Development Department. Under general supervision of the Community Development Director, the Development Engineering Manager plans, organizes, oversees, coordinates, and manages the staff and operations of the Development Engineering division of the Community Development Department. This including the planning, permitting, review, inspection, and/or acceptance of private land development projects; participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the management in areas of expertise; and performs related duties as assigned. The position is responsible for developing and implementing policies and procedures for the review, approval and inspection of private land development within Folsom. In addition, the manager position is responsible for budget administration and reporting for the division as well as coordination of key programs/projects with other City divisions and departments and external agencies. The position generally serves as an advisor and contributor to executive management on policies, procedures, and major City initiatives. Candidates should have at least 5 years of experience reviewing development engineering plans on private property and overseeing implementation of site improvements consistent with the Subdivision Map Act, approved plans, and conditions.

  • Plans, manages, and oversees the daily functions, operations, and activities of the development engineering division, including plan, specification, inspections and design review and approvals for private development projects.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement.
  • Participates in the development, administration, and oversight of the development engineering division budget; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
  • Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures.
  • Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with City specifications and service quality.
  • Oversees the review, evaluation and approval of complex civil, commercial, industrial, and/or residential building construction plans, structural calculations, specifications, and engineering reports for conformance with structural design, grading, and other applicable codes, ordinances, and accepted design and construction practices for private development projects; identifies discrepancies and deficiencies and documents correction items; makes approval recommendations as needed.
  • Recommends changes in codes and standards to the Community Development Director to resolve design and interpretation problems and to accommodate and control new materials and new design concepts; provides technical review and recommendations on code modifications. Provides design recommendations, design review comments, and design changes for private development projects from the preliminary to the final design phase of a project.
  • Serves as a designee to the City Engineer for private development projects. Coordinates and recommends modifications to and maintenance of the City's Standard Construction Specifications, Improvement Standards, and Standard Drawings in coordination with the City Engineer.
  • Prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services; presents reports to various commissions and council.
  • Conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Serves as a liaison for private development engineering functions with other City departments, divisions, developers, contractors, and outside agencies; provides staff support to commissions, committees, and task forces as necessary.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in civil engineering; researches emerging products and enhancements and their applicability to City needs.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Receives, investigates, and responds to difficult and sensitive problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Directs the establishment and maintenance of working and official division files.
  • Ensures staff compliance with City and mandated safety rules, regulations, and protocols for private construction projects and development.
  • Performs related duties as assigned.
  • Plans, organizes, oversees, and manages the staff and operations of the development engineering division.

  • Prepare, understand, and interpret engineering construction plans, technical drawings and designs, specifications, as-builts, contract documents, environmental and engineering reports, and other technical documents.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Analyze, interpret, summarize, and present technical information and data in an effective manner.
  • Effectively represent the division and the City in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations, and in meetings with individuals.
  • Direct the establishment and maintenance of a variety of filing, record-keeping, and tracking systems.
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Engage with a diverse public and workforce, facilitating inclusive service delivery, and implementing equitable city policies.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
  • A bachelor's degree from an accredited college or university with major coursework in engineering or a related field.
  • Five (5) years increasingly responsible professional engineering experience including three (3) years of lead or supervisory experience.
  • Possession of, or ability to obtain by the time of appointment, an appropriate, valid California driver's license. This requirement may be waived for individuals who are unable to obtain a driver's license due to a disability.
  • Possession of a valid registration as a Professional Civil Engineer issued by the State of California.
  • A Master's Degree in civil engineering or a related field is desirable.
