About The Position

This position is accountable for making engineering decisions in geometric, operational design, and planning and development of procedures for the purpose of providing for the construction and maintenance of traffic safety-oriented projects, including traffic signals, freeway signing, pavement geometrics, and lighting. Including Intelligent Traffic Systems (ITS), contract maintenance and Day Labor design plans and funds. Traffic Engineering studies are also completed by this position.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois.
  • Five years of experience in civil engineering.

Responsibilities

  • Ensures preparation of all necessary traffic signal, roadway lighting, Contract Maintenance, and Day Labor plans as required by the District Fiscal Year Program to meet commitments established by the Regional Engineer. This is completed by following applicable departmental policies.
  • Ensures that all traffic signal installations operate reliably and conform to specifications policy, and orders of the Illinois Department of Transportation (IDOT) and Illinois Commerce Commission. Also provides essential input to consultant designers so maintaining municipalities will best be able to keep signal equipment in proper working order. Reviews construction material submittals and provide punch list inspections for traffic signal and highway lighting contracts.
  • Facilitates maintenance and designs of district Dynamic Messaging Signs (DMS) and other Intelligent Transportation System (ITS) equipment.
  • Reviews requests for License Plate Reader stations, surveillance cameras, and other mast arm attachments. Issues permits for these and other requests which are not handled by Bureau of Design and Planning or the Traffic Operations section.
  • Serves as Resident Engineer for all stand-alone traffic signal or highway lighting contracts. Directs a staff of Phase II and III consultants. Provides recommendations for the advertising and administration of consultant contracts.
  • Completes all special studies as directed or requested to determine the necessity for the installation of traffic control devices, i.e. traffic signals, signing, traffic control, etc. or alteration of posted speed limits to ensure and improve traffic safety on the roadways under district jurisdiction.
  • Reviews all intersection design studies completed in the district to ensure compliance with sound traffic engineering principles, policies, and procedures.
  • Prepares the annual Signal Maintenance Agreements, which includes the review and approval of municipal expenditures for traffic signal repairs and electrical energy.
  • Ensures the preparation of the annual Municipal Maintenance Agreements, which includes the review and approval of municipal expenditures for roadway repairs.
  • Supervises, evaluates, motivates, and trains subordinate personnel and consultant personnel.
  • Develops and maintains a safe work environment for subordinate personnel.
  • Performs duties in compliance with department safety rules. Perform all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
