About The Position

The Deputy Title IX Coordinator for Investigations serves as lead investigator and oversees all aspects of investigations by the Office of Civil Rights & Title IX including training investigators, reviewing investigation plans and reports, monitoring the investigation process to improve efficiency and remove barriers to the process, and conducting investigations. This individual will also oversee the intake and outreach of Title IX and civil rights reports and determining an appropriate response. The position reports to the Associate Vice President for Civil Rights & Title IX Coordinator.

Requirements

  • Master's degree with a specific degree within a related area (Counseling, Social Work, Human Resources, Criminal Justice, Psychology) and at least four years of related experience in K-12 or higher education OR Bachelor's Degree plus eight (8) years of relevant full-time experience in K-12 or higher education.
  • Deputy Title IX Coordinator Certification or Title IX Coordinator Certification
  • Knowledge of and ability to interpret State and Federal laws and regulations in relation to Title IX, the Violence Against Women Act (VAWA), the Clery Act, Campus SaVe Act, Title VI of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, and the Family Educational Rights and Privacy Act (FERPA);
  • Knowledge of best practices and methodologies for conducting trauma informed investigations regarding sexual misconduct and discrimination, gathering, and analyzing evidence, writing comprehensive investigation reports;
  • Supervisory experience.

Responsibilities

  • Oversee civil rights and Title IX investigation processes including the evaluation and review of investigation plans, providing guidance to investigators, including but not limited to, drafting interview questions, monitoring compliance with corresponding policies and timelines, review of inculpatory and exculpatory evidence, and reviewing preliminary and final reports created by investigators. Responsible for the performance management, mentoring and training of investigators. Facilitates informal resolutions. Oversees the intake of reports and outreach communication on cases utilizing Maxient, including the creation of cases, sending outreach letters to parties, and thoroughly documenting all case activity.
  • Conducts complex, thorough, fact-based, trauma-informed investigations related to civil rights, power-based violence, retaliation, and Title IX. Conducts intake appointments with individuals alleging bias or discrimination including discussing options and making referrals to campus or community resources as appropriate. Provides investigators, students, faculty and staff counsel and interpretation of University policies related to civil rights, power-based violence, and Title IX. Develop a prompt and equitable investigation plan for assigned cases; identify relevant parties, witnesses, and other evidence. Interview parties and witnesses as needed in compliance with the appropriate investigative process. Prepares comprehensive investigative reports.
  • Recommends policy and procedure changes based on current or emerging laws, litigation, and regulations. Continuously identify and integrate best practices in the civil rights and Title IX investigations and case management processes. Ensure ongoing compliance with civil rights, power-based violence, and Title IX policies by investigators by collecting and analyzing case activity data, preparing periodic analytical reports, and monitoring KPIs
  • Partners with the Deputy Title IX Coordinator for Prevention and Awareness to recommend educational awareness and prevention programs related to Title IX, power-based violence, and civil rights for the campus community. Participates in the development and delivery of comprehensive training programs for students, faculty, and staff related to Title IX, power-based violence, and civil rights.
