About The Position

Parsons is looking for a talented Deputy Program Manager to join our growing team! In this role you will serve as a key leader driving the successful execution of a complex, mission‑critical cyber program, ensuring operational excellence, stakeholder alignment, and high‑performing teams across multiple locations. You will act as the Program Director’s principal deputy, shaping strategy, guiding daily operations, and enabling the delivery of exceptional technical, contractual, and personnel outcomes.

Requirements

  • Active Top Secret/SCI clearance with Polygraph
  • Bachelor’s degree and 10+ years of relevant experience in program, project, or technical leadership roles
  • Demonstrated leadership, communication, and team‑building skills, with the ability to motivate diverse teams and drive results in a fast‑paced environment

Nice To Haves

  • Master’s degree in a related field
  • Five or more years of experience in program or project management supporting government or defense programs
  • Proven experience managing a geographically dispersed workforce and leading personnel across multiple technical and functional disciplines
  • Acquisition Professional Development Program (APDP) Level 3 certification in Program Management or civilian equivalent (e.g., PMP Level 3)
  • Knowledge of federal government governance and regulations (i.e. FAR, FTR, DSSR, etc.); Knowledge of Cost Plus (CP) / Level of Effort (LOE) and Time and Material (T&M) Contract execution practices

Responsibilities

  • Providing strategic, technical, and operational leadership to a large, mission‑critical team of Cyber Security professionals supporting a high‑visibility government program.
  • Serving as a trusted deputy to the Program Manager, ensuring seamless execution of program objectives, contract deliverables, and customer expectations across multiple CONUS and OCONUS locations.
  • Leading day‑to‑day program operations, including coordination with subcontractor leadership, oversight of subcontractor performance, and alignment of all partner activities with program goals.
  • Collaborating closely with Program Controls and Finance to manage contract financials, track burn rates, support forecasting, and ensure compliance with all contractual and corporate requirements.
  • Overseeing the development, review, and submission of Contract Data Requirements Lists (CDRLs) and other deliverables, ensuring all products meet the highest standards of quality, accuracy, and timelines
  • Engaging routinely with government stakeholders, technical leads, and cross‑functional teams to drive progress, resolve issues, and maintain clear communication across the program.
  • Partnering with Parsons Staffing and subcontract staffing teams to recruit, onboard, and retain high‑quality personnel, ensuring the program is fully staffed with cleared, technically capable professionals.
  • Supporting continuous improvement initiatives, risk management activities, and long‑range planning to strengthen program performance and mission outcomes.
  • Influence, coach, and support program and site leaders to achieve high team performance and morale, while providing input to performance reviews and development plans for subordinates
