About The Position

The Deputy Program Manager (DPM) supports the Program Manager in the execution and delivery of the CBP analytics and intelligence support program. This is a senior, customer-facing management role responsible for day-to-day operational oversight, integration across technical teams, and direct coordination with CBP stakeholders to ensure mission, schedule, and performance objectives are met. The DPM serves as the primary operational lead across analytics, query support, visualization, and data engineering workstreams, ensuring cross-team alignment, issue resolution, and consistent delivery of high-quality analytical capabilities in support of CBP operational and business decision-making. This position will support the mission in multiple locations: Ashburn, VA Sterling, VA Washington, D.C.

Requirements

  • 12 years of experience; may have supervisory or managment experience.
  • Demonstrated experience managing or supporting analytics-driven technology initiatives, including data platforms, visualization, and business intelligence efforts.
  • Experience supporting federal programs, with strong preference for DHS or U.S. Customs and Border Protection (CBP) environments.
  • Proven ability to support the full lifecycle of analytics-focused technology projects, including requirements definition, execution oversight, delivery, and stakeholder coordination.
  • Demonstrated success managing multiple concurrent workstreams and project managers in a complex, mission-driven environment.
  • Strong experience coordinating across cross-functional technical and non-technical teams (analytics, data engineering, visualization, DevOps, applications) using Agile or hybrid methodologies.
  • Experience overseeing subcontractor and vendor performance, including milestone tracking, risk identification, and issue escalation.
  • Solid understanding of enterprise data and analytics environments, including relational databases (e.g., Oracle, PostgreSQL, MySQL) and their role in mission systems and reporting.
  • Familiarity with analytics platforms, machine learning environments, and big data technologies (e.g., Databricks, Spark, Hadoop ecosystems), with emphasis on program oversight rather than hands-on development.
  • Working knowledge of DevOps and collaboration tools (e.g., Jira, Confluence, GitLab) to support delivery tracking and reporting.
  • Experience supporting executive- and operator-level briefings, program status reporting, and customer communications.
  • Strong organizational, interpersonal, and communication skills, with the ability to interface directly with senior government stakeholders.
  • Prior experience as a Deputy Program Manager, Project Manager, Technical Lead, or Agile Project Coordinator in a federal or DHS-related environment is highly desirable
  • Familiarity with CBP mission systems, intelligence and targeting workflows is a strong plus.
  • Project Management Professional (PMP) certification or the ability to obtain.
  • Ability to obtain and maintain required CBP BI suitability
  • U.S. Citizenship required

Nice To Haves

  • Bachelor’s degree in Information Systems, Computer Science, Data Analytics, Business, or a related field.
  • Experience supporting federal programs, with preference for DHS or CBP environments.
  • Experience supporting enterprise analytics, data engineering, and visualization programs.
  • Familiarity with Databricks, enterprise data warehouses, and large-scale analytics environments.
  • Experience working under performance-based federal contracts

Responsibilities

  • Support the Program Manager in the overall management, execution, and performance of the contract.
  • Provide day-to-day operational oversight of multiple project managers and technical leads across query support, analytics, visualization, and data engineering efforts.
  • Serve as a key point of contact for CBP stakeholders on execution status, priorities, risks, and issue resolution.
  • Coordinate and integrate work across technical teams to ensure analytical, visualization, and reporting deliverables are aligned, validated, and delivered on schedule.
  • Monitor contract performance against SLAs, deliverables, milestones, and performance metrics.
  • Identify, track, and mitigate program risks related to staffing, data availability, technical complexity, security, and schedule.
  • Support scope management, change control, and prioritization in coordination with CBP and contractor leadership.
  • Ensure compliance with DHS, CBP, and federal policies related to data governance, security, quality, and documentation.
  • Support workforce planning, onboarding, and performance management across the BISS team.
  • Prepare and contribute to executive-level briefings, program status reports, and performance reviews for CBP leadership.
  • Act as the Program Manager in their absence, as required.
