About The Position

POSITION DESCRIPTION COUNTY OF HAMILTON, INDIANA POSITION: Deputy Inspector DEPARTMENT: Weights and Measures WORK SCHEDULE: 7:00 a.m. - 5:00 p.m., M - F STATUS: Full-time FLSA STATUS: Non-exempt Hourly Rate: $42.1099 To perform this position successfully, an individual must be able to perform each essential function of the position satisfactorily. Incumbent serves as Inspector for the Weights and Measures Department, responsible for inspecting all weighing and measuring devices used for the sale of goods; enforcing related federal, state and local codes; and performing duties of Director in his/her absence.

Requirements

Baccalaureate Degree in business or applied science, or equivalent combination of education and at least two (2) or more years of relevant work experience is required.
Relevant work experience could include: prior service in weights and measures enforcement or legal metrology; law or code enforcement; servicing/repairing commercial weighing or measuring devices; or employment in related technical, scientific, calibration, mechanical, quality control, or engineering fields.
Incumbent must establish Hamilton County residency within six (6) months from date of hire.
Ability to successfully complete all required training and certification from National Conference on Weights and Measures (NCWM), and State of Indiana Division of Weights and Measures within six (6) months from date of hire.
Thorough knowledge of and ability to comprehend, interpret, apply, explain, and enforce all federal, state, and local codes governing use and maintenance of weighing and measuring devices.
Ability to properly use a variety of handbooks/manuals and commercial and law enforcement weighing and measuring devices, such as calibration equipment, ability to use 100-gallon prover, various weight kits to test scales, gas meters, other liquid measuring devices, packages and measure graphs.
Ability to lift a 50-pound weight and full five-gallon prover.
Ability to properly use a variety of standard office equipment, such as computer, printer, fax machine, copier, and telephone.
Ability to use and interpret engineering terminology, make relevant arithmetic calculations, including adding, subtracting, multiplying, dividing, using decimals and percentages, algebra, and geometry.
A general knowledge of physics, fluid dynamics, and the ability to perform statistical calculations is required.
Ability to maintain accurate, detailed records, and compile and prepare various documents/reports within prescribed deadlines.
Ability to supervise and direct workers as assigned, including interviewing applicants, making hiring recommendations, planning/making work assignments, providing training and corrective instruction, evaluating performance, and maintaining discipline.
Ability to effectively communicate orally and in writing with co-workers, other County departments, business owners/managers, state inspectors, NCWM representatives, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
Ability to understand and follow written and oral instructions/directions, and appropriately respond to constructive criticism.
Ability to work alone and with others in a team environment with minimum supervision, and maintain appropriate, respectful interrelationships with co-workers.
Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to occasionally work extended and/or evening hours, and occasionally travel out of town for meetings and training, sometimes overnight.
Possession of a valid Indiana driver's license and demonstrated safe driving record.
As a result of the duties associated with this job, there is the potential of becoming exposed to blood borne pathogens and other potentially infectious diseases. To safeguard employees and eliminate the liability placed on Hamilton County, employees working in this position shall begin the three shot Hepatitis B vaccination and subsequent training within 10 days of their initial job assignment per OSHA 29 CFR 1910.1030(f)(2)(i). The initial and two subsequent vaccinations shall be administered by the Hamilton County Health Department and free of charge to the employee. If the employee has previously received the three shot Hepatitis B vaccination, official documentation must be provided to the supervisor identifying the dates in which each shot was appropriately administered. A Temporary Medical Declination may be made for a period of up to six months. A Declination form must be completed, outlining the medical reasons for the temporary declination and forwarded to the Safety & Risk Manager. Employees temporarily declining the vaccine are prohibited from performing any duties in which they may be exposed to a blood borne pathogen or other potentially infectious disease until they are able to begin/continue the series of vaccinations. Failure to comply will result in termination of employment.

Responsibilities

Supervises workers as assigned, including interviewing applicants, making hiring recommendations, planning/making work assignments, reviewing timesheets, providing training and corrective instruction, evaluating performance, and maintaining discipline.
Performs duties of Director in his/her absence.
Enforces local ordinances and issues citations for violations.
Inspects and tests all weighing and measuring devices annually at a wide variety of commercial establishments, and non-commercial facilities, such as schools, hospitals, clinics, medical laboratories, and doctors' offices.
Completes inspection reports, submitting statistical data and outlining special problems or cases.
Receives and processes complaints from the public regarding concerns or possible violations.
Maintains records of all complaints.
Enters information into computer and prepares requests for field checks and/or investigations.
Tracks investigations, fines, and court appearances to completion.
Verifies weighing/measuring devices have certificates of compliance from National Institute of Standards (NIST), and ensures proper registration regarding condition, accuracy, labeling, and safety standards.
Takes appropriate action following inspections, including approving, disproving, condemning, or confiscating devices, closing businesses, or contacting law-enforcement agencies.
Performs representative sampling of packaged goods to determine conformance with local, state or federal labeling regulations.
Monitors new establishments and/or additions of weighing/measuring devices to existing sites, ensuring proper registration, making initial inspections, and updating department records to ensure proper monitoring.
Completes prescribed inspection forms, composing narratives as needed, and enters information in computer database.
Compiles/prepares periodic reports and submits to state and local authorities as required.
Ensures County compliance with federal and state regulations to maintain compliance from the National Institute of Standards (NIST).
Assists in preparing annual department budget, including reviewing current year and projecting costs for next year.
Maintains certified testing equipment used in inspections, and maintains department vehicles, trailers, and tools by scheduling routine maintenance, and obtaining repairs as needed.
Maintains cooperative relationships with owners/managers of inspected sites.
Maintains current knowledge of codes, technology, and testing techniques by reviewing publications, correspondence, and legislative updates, and attending continuing education courses.
Regularly drives a vehicle to perform inspections at various sites throughout county.
Assists in answering telephone, including determining purpose of call, providing information as requested, taking messages, or directing call to appropriate individual or department.
Maintains inventory and purchasing of supplies and office equipment.
Responds to requests for information from the media.
Responds to correspondence received through County web site.
Attends conferences and seminars to maintain current knowledge of Weights and Measures and other trends in the field.
Performs related duties as assigned.
