About The Position

Under the supervision of the Building Official, the Deputy Building Official assists in the administration and enforcement of State of Michigan codes, City Ordinances and other related regulations through inspections, review and enforcement activities. Performs a variety of routine and complex technical, professional and administrative work in plan review, inspection and enforcement to determine compliance with all applicable building codes, ordinances as well as accepted standards relating to buildings within the city limits of the City of Bay City. Work requires considerable independent judgement and initiative based on a comprehensive knowledge of Michigan Building Code, ordinances and other building regulations under the general direction of the Building Official. An employee in this position may be called upon to do any or all of the following essential functions. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or logical assignment to the class. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Provides a high level of customer service for all office users, public and businesses. Investigates, inspects and reports on dangerous buildings. Coordinates with the Community Development Director and Code Enforcement Coordinator on the removal of dangerous buildings. Prepares materials for court prosecution of code and/or ordinance violations and may be called up as a witness. Works with the Building Official to establish department goals and priorities. Inspects buildings in the process of construction, alternation or repair for compliance with building, soil erosion and flood plain requirements and for safe application of construction process; inspects commercial, residential and industrial buildings. Reviews or examines construction documents for commercial, residential and industrial buildings; new and existing. Prepares correspondence and reports and maintains records. Advises applicants on building permit procurement procedures and verifies completeness of building permit applications and drawings. Confers with architects, building contractors, property owners, and other interested parties to explain and interpret building codes and ordinances. Investigates and prepares reports on special problems, technical data, and other designated subjects as assigned by the Building Official. Provide assistance to the Building Official. Provide supervision of the Building Enforcement Division in the absence of the Building Official. Performs other duties and responsibilities as required.

Requirements

  • Knowledge and ability to locate, describe, and write actions to be taken to correct construction defects and code violations.
  • Read, interpret, and apply plans and specifications, construction standards, and codes and laws.
  • Communicate effectively under difficult situations with construction professionals, colleagues, the public, and other City Officials.
  • Enforce laws and codes with firmness, tact, and impartiality.
  • Prepare and maintain clear and concise records and reports.
  • Must possess excellent organizational and time management skills with the ability to work with numerous interruptions and work effectively under time constraints to meet deadlines.
  • Understand and carry out oral and written instructions, as well as establish and maintain effective working relationships with other employees and the public.
  • Deal successfully with the public, in person and over the telephone; respond tactfully, clearly, concisely, and courteously to issues, concerns, and needs
  • Communicate effectively, both orally and in writing.
  • Perform assigned duties with a minimum of supervision; interpret and apply policies and procedures within limits of authority.
  • Basic problem solving skills.
  • Drive to inspection sites and code seminars.
  • High school diploma or equivalent.
  • Thorough knowledge and experience in building trades, including construction materials, practices, alternative means, inspection methods, and construction codes normally obtained by 6 years of on the job experience.
  • A minimum of two or more year's supervisory experience enforcing construction codes and staff.
  • Requires Act 407 registered Building Inspector, and Plan Reviewer.
  • Must obtain Building Official registration within 2 years of hire.
  • Requires National certifications by ICC, BOCA, ICBO in two or more of the following categories: Building Inspector Building Plans Examiner 1 & 2 Family Dwelling Building Inspector
  • Must possess and maintain a Construction Storm Water Operator (SCWO) Certification If not in possession at time of job acceptance must obtain as soon as practical but within 1 year
  • Must possess and maintain Sedimentation Control Plan Review and Design (PRD) Certification If not in possession at time of job acceptance must obtain as soon as practical but within 1 year.
  • Must possess and maintain a valid State of Michigan driver's license.

Nice To Haves

  • Associates degree in a Building Trade related field, preferred.
