About The Position

The purpose of this classification is to provide for the protection of life/property through fire prevention efforts, including fire/arson investigation, fire code enforcement, new construction plan review, and training/educational services.

Requirements

  • Requires an Associate’s Degree with emphasis in fire science, fire investigation, fire prevention, fire safety, firefighting, and emergency medical care; and six (6) years of related experience that includes fire and hazardous materials incident response, fire investigation, fire prevention, fire safety, fire education/training, firefighting, fire truck/equipment operation, emergency medical care, and fire incident command, or equivalent combination of education and experience.
  • Must possess and maintain valid Georgia Certified Fire Fighter Certification.
  • Must possess and maintain valid Georgia Emergency Medical Technician-B Certification.
  • Provision of medical care at Paramedic level requires possession and maintenance of valid Georgia Paramedic License.
  • Must possess and maintain valid Fire Inspector certification.
  • Must possess and maintain valid Basic/Advanced Arson Investigator certification.
  • Must possess and maintain an In-service Instructor Certification within one year of appointment.
  • Must possess and maintain valid Hazardous Materials Technician certification.
  • Must participate in regular continuing education activities as required to maintain level of certifications.
  • Must possess and maintain a valid Georgia driver’s license with appropriate endorsement.

Responsibilities

  • Provides direction, guidance, training, and assistance to employees; coordinates work activities during fire investigations, fire prevention activities, or during fire incidents; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work, and troubleshoots problem situations.
  • Interprets and enforces the provisions of all applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; researches code-related issues as needed; initiates any actions necessary to correct deviations or violations.
  • Assists in ensuring departmental adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations.
  • Consults with superiors and other officials to review operations/activities, review/resolve problems, receive advice/directions, and provide recommendations
  • Conducts fire investigations to determine the cause/origin of suspicious fires; supervises fire investigation scenes; examines site, gathers information, and preserves evidence; delivers evidence to Georgia Bureau of Investigation’s Crime Laboratory; conducts interviews and interrogations of suspects, witnesses, or other individuals associated with arson cases; works closely with Fire Marshal, law enforcement personnel, and other fire department personnel in conducting investigations; documents investigations with written reports, photographs, drawings, or other documentation to support potential court litigation; maintains records of fire investigations and findings.
  • Issues warnings or citations for failure to comply with fire code provisions or for violations of law; performs follow-up to ensure properties are brought into compliance; prepares case files for prosecution in court as needed.
  • Responds to complaints of potential fire code violations; maintains records of outcome of complaints.
  • Conducts building inspections of commercial/industrial buildings for compliance with applicable codes, established specifications, and approved construction plans; carries out new and annual business inspections.
  • Reviews construction plans, building/remodeling plans, architectural drawings, and related documents to ensure compliance with fire prevention codes, life/safety codes, building codes, and other applicable codes; identifies any necessary changes to plans; approves or rejects plans.
  • Conducts training in fire prevention, fire safety, and related topics; prepares and conducts training classes for department personnel; supervises/coordinates fire safety education programs and teaches fire safety education classes; conducts fire extinguisher training for civilians.
  • Supervises and coordinates pre-fire planning activities; schedules and performs inspections of buildings for pre-fire plans, fire hazards, and compliance with fire codes/ordinances.
  • Performs quality assurance by reviewing daily fire reports, pre-fire plan sheets, or other documentation completed by fire department personnel; approves reports/forms, or returns for correction.
  • Participates in internal affairs investigations as needed; conducts investigations of accidents, injuries, or complaints involving department personnel, vehicles, equipment, or operations; recommends and/or initiates problem resolution.
  • Evaluates and makes recommendations for changes to City fire code ordinances.
  • Responds to emergency calls for fire suppression, medical assistance, hazardous materials incidents, motor vehicle accidents, natural disasters, explosions, bomb threats, terrorism, rescue operations, downed power lines, and other emergency situations as needed.
  • Serves as incident commander at fire/emergency scenes as needed; responds to incidents and supervises fire ground activities; assesses/evaluates incident scenes; determines appropriate methods of fighting fires, appropriate placement of fire trucks at fire scenes, appropriate placement of hose streams, and other operational strategies; determines necessary allocation of manpower/equipment; ensures utilization of proper methods to suppress/control fires and preserve evidence.
  • Participates in firefighting activities and provides emergency medical care to patients as needed; operates fire engines/apparatus; suppresses, controls, and extinguishes fires; performs search, rescue, extrication of victims, and forcible entries; assists individuals from burning structures; administers basic life support, first aid, and artificial respiration to sick/injured persons.
  • Coordinates fundraising activities for Georgia Firefighters Burn Foundation.
  • Prepares and issues identification cards for employees; makes fingerprint records of new employees.
  • Performs administrative tasks; prepares reports on monthly departmental activities; takes notes and prepares minutes of officers’ meetings; provides budgetary input; reviews and approves requests for burning permits upon review of weather forecast.
  • Monitors inventory levels of departmental supplies; ensures availability of adequate supplies and materials to conduct work activities; initiates orders for new or replacement materials.
  • Operates or utilizes various emergency vehicles and emergency/medical equipment, tools and supplies, which may include a motor vehicle, hydrocarbon detector, infrared heat detector, self-contained breathing apparatus, evidence collection kit, fire truck/engine, aerial apparatus, ambulance/rescue truck, pumps, generator, air compressor, hose, hydrant, nozzle, adapter, ground ladder, extinguisher, extrication tools, hydraulic tools, air bags, cutting torch, chain saw, axe, gas detector, ventilation fan, defibrillator, cardiac monitor, glucometer, pulse-oximeter, sphygmomanometer, stethoscope, immobilization equipment, medical/first aid supplies, mechanic tools, hand tools, measuring devices, or radio communications equipment.
  • Assists in performing general maintenance tasks necessary to keep vehicles, buildings, quarters, hydrants, apparatus, equipment, and tools in operable condition, which may include inspecting/testing equipment, inspecting hydrants, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, or cleaning station/quarters; monitors equipment operations to maintain efficiency and safety; reports faulty equipment for necessary maintenance work.
  • Prepares or completes various forms, reports, correspondence, activity reports, inspection reports, investigative reports, fire cause determination reports, photographs, fire code compliance warnings, citations, training materials, training records, purchase requisitions, meeting minutes, burn permits, schedules, logs, checklists, fire incident reports, accident reports, patient care reports, maintenance reports/records, inventory records, inspection forms/records, pre-fire plans, drawings, or other documents.
  • Receives various forms, reports, correspondence, daily fire reports, fire code complaints, inspection sheets, routing sheets, photographs, construction plans, architectural drawings, certificates of occupancy, pre-fire plan sheets, blueprints, maps, rules, regulations, code books, ordinances, policies, procedures, medical books, protocols, publications, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
  • Operates a personal computer, camera, or general office equipment as necessary to complete essential functions, to include the use of word processing, database, spreadsheet, presentation, email, Internet, or other computer programs.
  • Maintains records, logs, and files of work activities; maintains current fire code books, map books, manuals, policies/procedures, and other materials for reference and/or review.
  • Communicates via telephone and/or two-way radio; communicates effectively and coherently over radio channels while initiating and responding to radio communications; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
  • Creates/maintains positive public relations; provides information and education to the public regarding fire safety, fire prevention, and firefighting; conducts blood pressure checks for the public; installs and inspects smoke detectors, fire alarms, and sprinklers; participates in parades and civic events.
  • Communicates with fire officials, employees, trainees, dispatchers, other departments, other public service agencies, law enforcement officials, business owners, contractors, architects, building inspectors, attorneys, court officials, medical providers, patients, family members, witnesses, property owners/occupants, vendors, civic organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Attends meetings and serves on committees as needed.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, methods, procedures, and advances in the profession; reads professional literature; maintains professional affiliations; participates in physical fitness training and continuing education activities; attends shift meetings, workshops, and seminars as appropriate; performs the duties of the Fire Marshal in his absence.
  • Provides assistance to other employees or departments as needed.
  • Performs other related duties as required.
