About The Position

THOR Solutions is actively seeking a Deputy Engineering Division Manager to support United States Coast Guard (USCG), United States Navy, and Commercial shipbuilding Programs/Projects in Arlington, VA . An ideal candidate will have prior experience overseeing and managing projects and programs with technical contractor personnel. The candidate must also be a forward leaning and tech savy leader. Typical Responsibilities: Assist the Division Manager in oversight of a portfolio of engineering service contracts supporting the USCG, USN, and commercial shipbuilders. Assist the DM with Business Development activities including opportunity identification, tracking, proposal writing, cost estimation, and CRM. Use data and analytics to drive decisions and communicate effectively with THOR's C-Suite and Customers. Provide direction to engineers and technical experts in contract execution. Provide project management and system engineering support to include but not limited to oversight of contract functions, performance, and labor utilization. Coordinate with Government and Contract Partners to prioritize and schedule work and monitor execution of employees assigned tasks through both government and contractor information systems and workflow tools. Responsible for the accounting of contractor travel expenses, other direct expenses, and progress reporting and workload metrics required by the Government. Responsible for coordinating the onboarding/offboarding process for contractor employees. Provide recommendations for moving personnel to new projects, tasks, or programs as there are dips in activities.

Requirements

  • Bachelor's Degree in a Technical, Engineering, or Marine discipline from ABET accredited institution, related to field of work.
  • At least ten (10) years of documented experience related to engineering efforts in support of shipbuilding and modernization.
  • Five (5) years of documented experience in engineering management of a contractor support team for DoD ACAT I or DHS Level I program.
  • Five (5) years of Programmatic, Engineering, or Acquisition experience supporting projects for USCG, NAVSEA, Naval Surface Warfare Centers, or NAVWAR.
  • Five (5) years of experience related to federal ship or boat building acquisition programs.
  • Proficient with Microsoft Office 365 and management of remote teams.
  • Ability to lead a large cross functional engineering team to complete complex tasks, satisfy multiple competing demands, and adapt to frequent changing priorities.
  • Experience managing projects and tasks through SharePoint, Microsoft Planner, Microsoft Project, Primavera, or similar tools.
  • Experience creating reports and dashboard (preferably using Power BI or Tableau).
  • Strong communications skills.
  • Existing SECRET Security Clearance Required: This position requires an existing active or interim Secret security clearance prior to hire. Only U.S. citizens are eligible for a security clearance; therefore, only current U.S. citizens will be considered for this position.
