About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers, with child protection staff responding to allegations of child maltreatment and overseeing detention, placement, and programs for youth in the community. The NYC Administration for Children’s Services is seeking a Deputy Director of Research and Innovation for the Research and Innovation team within the Family Services Division (FSD). FSD, along with its network of nonprofit providers, delivers community-based services across NYC to enhance safety, well-being, and permanency for families. FSD focuses on system improvement, innovation, and strategy initiatives, collaborating with partners to address urgent needs, mandates, and strategic goals. The Research and Innovation team manages a portfolio of multi-partner prevention strategy, improvement, research, and innovation projects, and provides project management support to cross-divisional teams with expertise in areas such as service provision, legal, finance, procurement, compliance, policy/regulation, technology, and data analysis.

Requirements

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Responsibilities

  • Provide guidance and supervision to one City Research Scientist – Level 2 staff and overall project-specific support to other team members as needed.
  • Conduct quantitative and qualitative research, including literature reviews, semi-structured interviews, co-design, and data analysis, to support FSD's policy and program development efforts.
  • Synthesize research findings and make evidence-informed recommendations to FSD and cross-divisional leadership.
  • Draft memos, reports, briefings, presentations, and other documents for internal and external partners.
  • Assist in the development and procurement of new initiatives related to the provision of prevention services.
  • Participate in and support cross-divisional and external convenings with various partners.
  • Act as a strategic thought partner to the team in problem-solving issues and addressing project needs that arise.
