About The Position

Under administrative direction of the Director of Public Safety plans, directs, manages and implements the internal administrative activities, operations and functions of the Public Safety Division. Manages the administration and implementation of all aspects of operational security to include but not limited to contracted security, fare enforcement, and internal investigations. Assists in the administration and oversight of internal and external security training programs.

Requirements

Bachelor's Degree in Security, Business Management, Law, Criminal Justice, or closely related field
Six years of progressive experience in law enforcement or physical security OR an equivalent combination of education and experience.
Four years of leadership, budgetary, planning and workforce management experience in developing of operational plans; development of training standards and project management in area of assignment
Valid state driver’s license.
Operational characteristics, services, and activities of law enforcement and security functions.
Private Security contract administration.
Vendor and contract negotiation and implementation
Retrieving, analyzing, reporting security related incidents and trends.
Identifying and addressing operational security risks and vulnerabilities.
Training program development and delivery methods and procedures.
Pertinent state and federal regulations; Agency policies, expectations, procedures, rules and regulations.
Program/project management techniques and principles.
Modern office procedures, methods, and equipment including computers.
Has a working knowledge of the criminal justice system and understands the relationships between security, law enforcement, the prosecutor and the courts.
Has an extensive background in complex investigations.
Developing and drafting clear written documents and analyses for senior and executive level management.
Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public.
Serving as an effective member of teams and working groups that can successfully communicate physical security related concepts to a broad range of technical and non-technical staff.
Presenting plans and proposals to key personnel.
Applying project management techniques and principles.
Managing multiple tasks, setting objectives/goals, and re-prioritizing as needed.
Preparing, analyzing, and interpreting an extensive variety of technical instructions and preparing complex data and numerical computations and comprehensive reports.
Maintaining confidentiality and communicating with tact and diplomacy.
Implementing the programs and services of an identified functional area within the Department.
Responding to inquiries in effective oral and written communication.
Researching, analyzing, and evaluating new service delivery methods and techniques.

Responsibilities

Plans, directs, coordinates, and reviews the work of assigned areas of responsibility and assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
Assists in the development of an effective strategy to assess and mitigate risk, maintain continuity of operations, and safeguard the Agency; assist in development and drafting of policies, procedures and plans necessary to effectively execute Sound Transit’s Public Safety strategy.
Provides direct oversight and management of the Contracted Security Provider.
Provides direct supervision and management of the Public Safety Operations staff, to include managers, senior specialists and project coordinators.
Develop and conduct trend analysis.
Identify strategies to address identified increases in negatively impacting trends; coordinate Sound Transit’s law enforcement and security resources with local jurisdictions to jointly address acute and/or ongoing issues that negatively impact Sound Transit and/or the traveling public and/or employees
Develop and implement operational plans for special events to include the evaluation of contract security and law enforcement personnel needs and the development of crowd flow management and control measures.
Liese with jurisdictions, both law enforcement and municipal staff, on issues related to Sound Transit facilities and systems.
Supervises client-side Use of Force Investigations and the client representation on Use of Force Review Boards for all incidents of Contract Security provider use of force to ensure force used was necessary, reasonable and in accordance with Sound Transit Use of Force Policies and Procedures.
Assists in the administration of a comprehensive internal and external training program that includes the researching, development and delivery of training programs related to security awareness, risk reduction, asset protection, and other specialized Department of Homeland Security and Federal Transit Administration topics; to include all initial, and refresher and on-going training within functional responsibility for internal Sound Transit staff, contracted service providers, and other identified DHS identified Security Sensitive positions.
Conducts post-incident debriefings, tracking and management of corrective actions, and generates detailed reports and management briefings.
Represents Sound Transit Public Safety division at meetings both external and internal to the Agency.
Provides support to the Director of Public Safety on matters as directed; serves on a variety of boards, commissions and committees as directed; understands and keeps abreast of industry trends, ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency expectations, policies and procedures, rules and regulations.
