About The Position

The position supports the Director of Public Works in planning, budgeting, policy implementation, and coordination with City departments, elected officials, contractors, and the public. The Deputy Director of Public Works assists in managing the daily operations of the Public Works Department. This position is responsible for supervising personnel, coordinating and inspecting work activities, ensuring compliance with laws and safety standards, assist with managing projects and budgets, providing administrative and technical support across multiple Public Works divisions. The Deputy Director oversees operations within sanitation, streets, signs, fleet, grounds and building maintenance divisions, and other related public works functions.

Requirements

  • Requires a Bachelor’s degree in Business or Public Administration, construction management, or a related field; and five (5) years of related experience that includes public works operations, construction project management, waste management, stormwater management, building maintenance, street maintenance, parks/landscape maintenance, and supervision, or equivalent combination of education and experience.
  • Must possess and maintain a valid Georgia driver’s license. Operation of department trucks/equipment may require possession and maintenance of a valid Georgia Commercial Driver’s License (CDL) including appropriate endorsement(s).
  • Ability to work effectively in a technology-driven public works environment, including email communication, scheduling, spreadsheets, reporting, and the use of work order/asset management systems.
  • Ability to coordinate, manage, and/or correlate data; ability to exercise judgment in determining time, place, and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.
  • Ability to function in a managerial capacity for a division or organizational unit; ability to make decisions on procedural and technical levels.
  • Ability to operate, maneuver, and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
  • Ability to utilize a wide variety of reference, descriptive, advisory, and/or design data and information.
  • Ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Responsibilities

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; oversees evaluations of all department employees and meets with individual employees to discuss disciplinary issues; conducts interviews and makes hiring recommendations.
  • Coordinates daily work activities of assigned personnel: organizes, prioritizes, and assigns work; provides training to workers; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
  • Interprets, explains, and ensures compliance with all applicable laws, rules, regulations, standards, policies, and procedures and initiates any actions necessary to correct deviations or violations; administers departmental safety program and ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; report any incidents, accidents, problems, or unusual situations.
  • Consults with officials to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; speaks to large/small groups of elected officials to explain problems and recommend solutions, as assigned.
  • Coordinates department projects and activities with other departments, contractors, consultants, outside agencies, or others as needed; works with City, county, and state officials on matters pertaining to public works projects, including solid waste management, stormwater management, landscaping development, building codes, and safety regulations.
  • Provides information and responds to questions/complaints related to department operations; explains City codes, laws, and regulations to property owners in relation to public works projects; researches problems and initiates problem resolution.
  • Assists in developing and implementing long and short term plans, goals, and objectives for the department; schedules department projects; evaluates efficiency and effectiveness of department operations, programs, procedures, and use of resources; recommends and/or implements improvements as needed.
  • Assists in developing, updating, and implementing departmental policies and procedures.
  • Assists in developing and implementing departmental budget; monitors expenditures to ensure compliance with approved budget.
  • Oversees operations of the Sanitation, Street, Building Maintenance, and Parks Divisions: assists with daily administrative work and supervises day-to-day operations/activities; plans workload of divisions, including their assignments, procurement of materials, specifications for jobs, and bid estimates; designs projects in conjunction with landscaping, remodeling, and park layout; participates in engineering and mapping activities of public works projects; surveys, inspects, and makes recommendations to Director regarding maintenance, modification, and construction of drainage facilities and related areas of stormwater disbursement; inspects and approves permitted work of outside contractors/agencies in conjunction with projects.
  • Assists in writing legislation and resolutions involving all divisions of Public Works.
  • Compiles or monitors statistical data pertaining to department operations; analyzes data and identifies trends; summarizes data and prepares reports.
  • Performs administrative tasks: prepares department production reports; reviews/approves invoices and forwards for processing.
  • Prepares or completes various forms, reports, correspondence, budget documents, annual reports, production reports, work orders, technical study reports, briefs, schedules, performance evaluations, work orders, or other documents.
  • Receives various forms, reports, correspondence, budget reports, invoices, bids, specifications, schedules, attendance records, job applications, work reports, progress reports, stormwater reports, vehicle maintenance reports, photographs, construction estimates, landscape designs, architectural drawings, electrical diagrams, zoning maps, codes, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
  • Operates a motor vehicle, general office equipment, or other equipment as necessary to complete essential functions.
  • Maintains inventory control of equipment, tools, supplies, and materials; ensures availability of adequate materials to complete projects; initiates orders for new/replacement materials; obtains bids and competitive price quotes; reviews bids and makes recommendations for selection of contractors/vendors.
  • Communicate with director, City officials, county/state officials, other departments, employees, contractors, utility companies, vendors/suppliers, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Attends meetings and makes presentations as needed.
  • Maintains a comprehensive, current knowledge of applicable laws, codes, and regulations: maintains an awareness of new equipment, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Provides assistance to department divisions and employees as needed; operates department trucks, equipment, and tools when needed.
  • Performs other related duties as required.
